About this opportunity

The U.S. Army Corps of Engineers, New Orleans District, is seeking to establish one or more five-year Blanket Purchase Agreements (BPAs) for comprehensive Quality Assurance Construction Materials Testing and Inspection Services under RFQ No. W912P825Q0032. The procurement covers a wide range of services including soils laboratory testing (16 ASTM standard tests), concrete laboratory testing (4 ASTM standard tests), general testing, professional services such as project managers and engineers, field inspection services, and travel-related expenses. Contractors must provide a detailed fee schedule with unit rates for each service category, incorporating a 2.5% annual escalation rate over the contract term. The evaluation will be based on lowest reasonable price among responsible offerors whose quotes conform to the solicitation requirements. Questions must be submitted by 10:00 AM Central Time on September 18, 2025, with quotes due by 10:00 AM Central Time on September 25, 2025, and quotes must remain valid for 60 calendar days from submission.

This solicitation is being issued as unrestricted with a reserve for Small Business Set-aside under NAICS code 541380 (Testing Laboratories and Services) with a size standard of $19.5 million, making both large and small businesses eligible to compete. The estimated ceiling value for the BPA is $5 million over the five-year performance period. Individual task orders can be placed by authorized call officers for amounts up to $25,000, with the government anticipating multiple awards from this solicitation to provide flexibility in meeting their testing and inspection requirements. Services will be performed in Louisiana and other locations as required by future task orders. The procurement is being conducted under FAR Parts 12 (Commercial Items), 13 (Simplified Acquisition Procedures), and 37 (Service Contracting), with Amendment 0001 clarifying that certain soil density testing methods will now be included under the soils inspector's hourly rate rather than as separate line items.
