About this file

This document is an Amendment of Solicitation/Modification of Contract for a USACE-MVN FY26 Blanket Purchase Agreement (BPA) for QA Construction Materials Testing and Inspection. The solicitation (W912P8-25-Q-0032) is being issued on an unrestricted basis with a reserve for Small Business Set-aside under NAICS Code 541380 and a size standard of $19,000,000. Both large and small businesses are eligible to submit offers, with the quote submission deadline remaining on Thursday, 25 September 2025, at 10:00 AM Central Time.

The amendment includes responses to three contractor questions, notably clarifying that a fillable CLIN schedule in Word format is available on SAM.gov for pricing input, and explaining that two specific soil density testing methods (ASTM D-1556 and ASTM D-6938) have been removed from the bid schedule. These tests will now be included under the soils inspector's hourly rate, with the bid schedule language amended to reflect that all field testing shall be blanketed under the inspector's hourly rate.

W912P825Q0032 Q&A #1 19 SEPTEMBER 2025

Q1. Regarding the subject solicitation, is there a word or excel document for the unit rate Fee Schedule/CLIN table shown in the Supplies or Services and Prices section available that you can provided for easier input of our information?

A1. Yes. Please see the “Attachments/Links” section on SAM.gov for the fillable CLIN schedule in Word format. Offerors may use this document to input their pricing.

Q2. According to sam.gov, no set aside is used for the above referenced solicitation. In the description it says that it is for a size standard of $19,500,000. Can you confirm that this solicitation is open to large and small businesses alike? If a large business submits as a prime, can they also submit as part of a JV for a contract?

A2. This procurement is being solicited on an unrestricted (full and open) basis with a reserve for Small Business Set-aside concerns under NAICS Code 541380, with a size standard of $19,000,000. Both large and small businesses are eligible to submit offers as a prime contractor. A firm may submit as prime and as part of the JV on the same solicitation, but the firm must ensure its dual submissions do not violate anti-collusion or size-related regulations.

Q3. When reviewing our submittal for pricing compared to the one we submitted in 2020, we noticed that there are two line items that were not included in your request this year. These are two of the primary services we provide and are as follows:

ASTM D-1556 Density of Soil by Sand Cone Method ASTM D-6938 Density of Soil by Nuclear Method A3. ASTM D-6938 Density of Soil by Nuclear Method and ASTM D-1556 Density of Soil by Sand Cone Method were CLIN on the FY20-FY25 BPA, but after consideration it was decided to move forward with having those CLIN removed from the bid schedule as these tests will now be blanketed under the soils inspector’s hourly rate since these are field tests.

In the bid schedule, we incorporated the language “All field testing shall be blanketed under the inspector’s hourly rate. For example, the hourly rate for ACI Concrete Technician may include testing for slump, air content and temperature.” The two ASTMs, ASTM D-1556 and ASTM D-6938, are soils field tests and have removed from the new bid schedule to be blanketed under the CLIN 30: ICC Soils Special Inspector.
