About this opportunity

The U.S. Army Corps of Engineers, Wilmington District, is conducting market research for enterprise-wide emergency management services and anticipates a solicitation release following an industry day on November 3, 2026, in Charlotte, North Carolina. Capability statement responses are due by 2:00 P.M. Eastern on October 13, 2026. This is a sources-sought notice for market research purposes only, not a binding request for proposal.

USACE seeks qualified commercial sources, including large businesses and small businesses (8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned), under NAICS Code 541990 (All Other Professional, Scientific, and Technical Services), PSC R429 (Emergency Response, Disaster Planning, and Preparedness Support). The requirement is organized into two operational phases: Blue Sky (steady-state preparedness) and Gray Sky (incident response and recovery surge). Blue Sky services encompass planning aligned with the National Response Framework and NIMS, design and execution of HSEEP-compliant exercises with After Action Reports, emergency management training curriculum development, and SharePoint and GIS knowledge management. Gray Sky services require rapid deployment of qualified personnel nationwide within 24 hours of task order activation to provide Emergency Operations Center and Joint Field Office support (12- or 24-hour shifts), quality assurance inspections on debris management and temporary roofing sites, technical engineering assessments of critical infrastructure, Rights of Entry collection and database management, real-time data analytics using Power BI or ArcGIS, and FAA Part 107-certified unmanned aircraft systems operations.

Geographic coverage spans three regions: Region 1 (NWD, SPD, West PAC Territories), Region 2 (MVD, SWD), and Region 3 (SAD, NAD, LRD, PR/USVI). Capability statements must not exceed 10 pages and address corporate profile (UEI, CAGE Code, SAM.gov registration status, financial and bonding capacity), geographic coverage and regional capacity, 24-hour mobilization methodology, technical capability narrative demonstrating FEMA ESF #3 and Public Law 84-99 experience, and past performance (up to three contracts within five years). Submissions must be in Adobe PDF format (8.5" × 11", 11-point minimum font) and sent to Joshua.S.Craven@usace.army.mil.
