About this file
This is a Sources Sought Synopsis for market research purposes only, not a binding solicitation. The U.S. Army Corps of Engineers (USACE) District, Wilmington, is seeking qualified commercial sources—including large businesses and small businesses (8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned)—to provide enterprise-wide emergency management services under NAICS Code 541330 (Engineering Services) and Classification Code R429 (Emergency Response, Disaster Planning, and Preparedness Support). The requirement is divided into two operational phases: Blue Sky (steady-state preparedness activities during non-disaster periods) and Gray Sky (rapid incident response and recovery surge operations). For Blue Sky, USACE requires planning services, exercise design and execution (HSEEP-compliant), emergency management training curricula development, and knowledge/geospatial management using SharePoint and GIS datasets. For Gray Sky, contractors must demonstrate the capability to rapidly mobilize and deploy qualified personnel nationwide within 24 hours of task order activation to provide Emergency Operations Center and field office support (12-hour or 24-hour shifts), quality assurance inspections on debris management and temporary roofing sites, technical engineering assessments of critical infrastructure, Rights of Entry collection and database management, real-time data analytics and dashboarding (Power BI, ArcGIS), and Unmanned Aircraft Systems operations with FAA Part 107 certified pilots using DoD-compliant platforms.
Interested firms must submit a comprehensive Capability Statement not exceeding 10 pages by 2:00 P.M. Eastern on August 13, 2026, to Joshua.S.Craven@usace.army.mil addressing six areas: corporate profile and administrative information (including UEI, CAGE Code, SAM.gov registration status, and financial/bonding capacity); geographic coverage indicating interest in one or more of five USACE regions (NWD, MVD/SWD, NAD/LRD, SAD/PR-USVI, SPD/West PAC); rapid surge and 24-hour mobilization methodology; technical capability narrative demonstrating experience in both Blue Sky consulting and Gray Sky field operations, including familiarity with FEMA ESF #3 and PL 84-99; and past performance listing up to three completed or ongoing contracts within five years. An Industry Day is anticipated for November 3, 2026, in Charlotte, North Carolina. Submissions must be in Adobe PDF format (8.5" x 11" with 11-point minimum font) with the subject line "Response to Sources Sought: W912PM26RA029 Your Company Name." The Government will not pay for submitted information, and responses will not be returned.

The U.S. Army Corps of Engineer District, Wilmington, is conducting market research to determine the capabilities, interest, and availability of qualified commercial sources, including both Large and Small Businesses (8(a), HUBZone, Service-Disabled Veteran- Owned, and Women-Owned Small Businesses), capable of performing emergency management professional services across a diverse spectrum of professions in support of Blue Sky and Gray Sky requirements.
The Government will use responses to this Sources Sought Notice to make informed acquisition decisions regarding potential set-asides and the overall procurement strategy. The Government will not pay for any information solicited, and submissions will not be returned.
2.0 BACKGROUND AND MISSION CONTEXT
NOTE: This requirement is separate and distinct from the announcement searching for businesses to serve as our ACI contractors for debris removal, reduction, and disposal in support of ESF #3.
USACE supports civil works, military, and emergency response missions nationwide under Public Law (PL) 84-99 (Flood Control and Coastal Emergencies), the Robert T.
Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. §§ 5121–5207), and Army Emergency Management programs.
During steady-state (Blue Sky) conditions, in context of this notice “Blue Sky” conditions in Emergency Management refer to the non-disaster, normal operational period when there is no active emergency or incident. During this time the focus is on preparedness, mitigation, and readiness activities without the constraints of an ongoing response.
USACE requires intermittent preparedness support, planning, training, and exercise execution. These normal, non-emergency periods are when USACE Emergency Management Centers will be engaged in preparedness, mitigation planning with State and Local Governments, and general community education.
During incident or disaster response (Gray Sky) operations, in the context of this notice “Gray Sky” conditions refer to the period immediately before, during, and after an incident occurs, when the focus shifts from routine preparedness (“Blue Sky”) to active response and recovery operations. USACE must rapidly surge to support Emergency Operations Centers (EOCs), FEMA Joint Field Offices (JFOs), Recovery Field Offices (RFOs), and field missions (including debris management, temporary roofing, temporary power, infrastructure assessments, and Rights of Entry collection).
Gray Sky conditions are the active emergency phase where emergency management moves from planning to execution, ensuring rapid, coordinated action to protect people, property, and critical systems. Ergo, the Contractor must demonstrate the capability to quickly mobilize and deploy qualified personnel to natural or man-made disaster zones nationwide and within the United States inhabited territories within 24 hours of task order activation.
3.0 SCOPE OF WORK & CORE CAPABILITIES SOUGHT
Scope of Contractor Authority
The Contractor shall provide advisory, analytical, technical, and administrative support services under this contract. The Contractor shall not perform any inherently governmental functions as defined by Federal Acquisition Regulation (FAR) Subpart 7.5 and Office of Federal Procurement Policy (OFPP) Policy Letter 11-01.
The US Army Corps of Engineers, Wilmington District, solicits a capability statement from all qualified businesses that have the organizational capacity, financial stability, and technical expertise to successfully execute Blue Sky requirements, and for Gray Sky missions, demonstrate the capability to quickly mobilize and deploy qualified personnel to natural or man-made disaster zones nationwide within the United States and its inhabited territories, within 24 hours of task order activation. The contractor must be able to deliver, scalable, standardized, non-personal services in the following core areas:

4. Rights of Entry (ROE) Collection: Managing the legally compliant outreach, collection, database entry, and PII protection of ROE permits from private and public property owners.
