About this opportunity
The Department of State Office of Acquisition Management issued this Limited/Sole Source Justification Notice to extend local guard security services at the U.S. Embassy in Brussels, Belgium through NV Securitas under contract 19AQMM20C0018. The extension covers a 12-month period from September 1, 2025 through August 31, 2026, with an estimated value of $12,557,231.67, and includes an additional base period of seven months plus five one-month options. The services encompass overseas guard protection for United States personnel, facilities, and equipment against damage, loss, violent attacks, and theft. The sole source justification is based on delays in the reprocurement process due to personnel shortages and insufficient engagement from the Post in gathering requirements, combined with the incumbent contractor being the only firm immediately capable of providing a fully vetted and trained security guard force with all necessary operating licenses and permits. The government is simultaneously conducting a full and open competition for the subsequent contract with an estimated award date of December 2025, having already posted sources sought notices and full solicitations on SAM.gov to promote future competition.
