About this opportunity
The U.S. General Services Administration Public Buildings Service is seeking to lease office space in Charlotte, North Carolina through this pre-solicitation notice for Project #7NC2156. The government requires 21,612 to 22,260 square feet of ANSI/BOMA Office Area space located within the delineated area bounded by US 277 on all sides, encompassing Charlotte's Central Business District. The space must be contiguous on no more than two floors, located above grade level without public access to window lines, and feature minimum 9-foot finished ceiling heights. Additional requirements include that the space cannot be co-located with law enforcement or other arresting agencies, must comply with fire safety, accessibility, seismic and sustainability standards, and cannot be located in the 1-percent-annual chance floodplain. Expressions of interest are due by August 26, 2025, with a market survey estimated for September 2025 and target occupancy of March 2027.
This opportunity does not utilize any set-aside designations and is open to all qualified offerors. The government seeks a 15-year lease term with a 10-year firm commitment and no option periods specified. Parking requirements include a minimum of 12 spaces or compliance with local code requirements, whichever is greater. The space must be located in modern office, research, technology, or business parks with campus-like atmospheres, or on attractively landscaped sites with professional and prestigious buildings. Offerors must demonstrate access to adequate dining facilities and employee services within a driveable 2-mile radius, and the space must be within walking distance of public transit stops. The solicitation emphasizes compliance with telecommunications prohibitions under Section 889 of the FY19 National Defense Authorization Act as implemented by the Federal Acquisition Regulation.
