An enclosed sallyport of at least 1,340 ABOA SF and a reserved elevator with direct access above ground floor are required. The lessor must provide approximately 4,690 ABOA SF for fitness center and storage. The building must not be within 200 feet of Social Security/State Welfare offices, daycares, educational facilities, religious facilities, cannabis dispensaries, hotels, liquor stores, or bars/saloons. All personnel with routine access must undergo HSPD-12 compliant background investigations. The building must hold ENERGY STAR certification or equivalent, meet seismic safety standards per ASCE/SEI 31 and 41 methodologies, comply with 24/7 server room temperature and humidity specifications (Block A: 60–72°F, Block B: 64–81°F, Block C: 68–72°F), and undergo fire protection and life safety evaluation. Proposals must include GSA Forms 1364 and 1217, ownership evidence, zoning compliance documentation, financing commitment, CAD floor plans, test fit layouts, Environmental Phase I ESA, and seismic certifications.
The Government will evaluate offers on lowest priced technically acceptable basis using present value methodology. Offerors must request sensitive RLP Exhibits B and K from Cathleen Ryer (cathleen.ryer@gsa.gov) or Tim Mazzucca (timothy.m.mazzucca@gsa.gov); proposals submitted without these exhibits will be rejected as nonresponsive.
