About this opportunity
The Environmental Protection Agency Region 7 seeks to procure a Physical Access Control System for three sites located within the Kansas City metro area. The PACS will provide electronic access control and security monitoring for EPA facilities. Proposals are due by May 8, 2020 and will be evaluated based on technical approach, management plan, and price. Offerors must demonstrate experience designing and implementing PACS solutions for government clients.

Amendment 0008: The purpose of this amendment:
1) Is to provide final completed Contractor Questions and Answers (See Attachment 22).
2) Adds an updated Attachment 1, Region 7 Equipment List (See Attachment 23).
3) Extends the proposal due date from April 30, 2020 @ 12:00 p.m. (CDT), to May 8, 2020 @ 12:00 p.m. (CDT).

Amendment 0007: The purpose of this amendment:
1) Is to provide final completed Contractor Questions and Answers (See Attachment 21).
2) Adds an updated Attachment 1, Region 7 Equipment List (See Attachment 20).
3) Adds Building Diagrams with Camera locations for each of the three sites. This information is security sensitive so once more, you will need to contact the Contracting Officer via FedConnect only, to request the Diagrams. If your company has signed The Solicitation Non-Disclosure Certification previously, the Contracting Officer will forward the Diagrams to your email account via FedConnect automatically. However, if you need to sign a Solicitation Non-Disclosure Certification, one will be provided to you.
4) Adds two additional rooms (OIG & CID) to the solicitation. These new rooms shall be noted on the Building Diagrams with Camera locations for the Regional Office site.
5) Extends the proposal due date from April 9, 2020 @ 12:00 p.m. (CST), to April 30, 2020 @ 12:00 p.m. (CDT).
This new proposal due date also changes the Period of Performance of the contract to from May 15, 2020 through May 14, 2023, which changes the Period of Performance for the Pricing Schedule, also.

Amendment 0006: The purpose of this amendment is to extend the proposal due date from March 9, 2020 @ 12:00 p.m. (CST), to April 9, 2020 @ 12:00 p.m. (CDT). The due date is extended due to more time needed to answer Contractor questions that were submitted by the February 25, 2020, cut off date. Another amendment will be made after this one to address the remaining Contractor questions.
This new proposal due date also changes the Period of Performance of the contract to from April 23, 2020 through April 22, 2023, which changes the Period of Performance for the Pricing Schedule, also.

Amendment 0004: The purpose of this amendment is to answer Contractor questions.
1) Q: Is this project to upgrade the software from the Software House CCure 800 to CCure 9000? A: This project is to install a new CCure 9000 Software House Security Management System at all 3 locations as specified in SOW.
2) Q: Is there a requirement for the 3rd party PIC card validation thru the Federal Bridge? A: Not at this time
3) Q: Is the current door hardware, locks contacts leversets, Motion detector RTE to remain? A: The existing door locking devices will remain. New door contacts and REX PIR devices are to be installed.
4) Q: Is the project to replace the current card reader with the PIV class reader? A: Current card readers will be replaced with Innometrics Cheetah readers specified in SOW.
5) Q: Will keypad readers be required in this project? A: Current card readers will be replaced with Innometrics Cheetah readers specified in SOW.
6) Q: Are the current APC controllers to be replaced with the new iStar Ultra controller? A: Yes, new controllers will be rack mounted iStar Ultra controllers.
7) Q: Can the existing cable be reused? A: No, new cabling will be required as the new readers will be wired using both RS-485 and CAT6a connections.
8) Q: Are all of the current cameras to be replaced? A: Yes
9) Q: Are all of the current NVR's to be replaced? A: Yes
10) Q: Will all three site's report back the the Region 7 Headquarters? A: All three sites will be added to the EPA enterprise PACS system. Region 7 HQ will have the ability to monitor all 3 locations.
11) Q: What doors or devices are to be connected to the Intrusion Detection System (IDS)? A: All doors receiving new cardreaders will be equipped with a magnetic door contact (BMS) to monitor door status (i.e. door forced/door held open alarms)
12) Q: We do not find any floor plan drawings on the provided CD. Will these be provided? A: Do not have these to provide. All available documentation was provided with the project package.
13) Q: Please confirm what is meant by "submit the requirement information to our RFQ". By this are you meaning that we submit our proposal in in-depth listing part by part? A: Your company must provide all the information required in 1-6 FAR 52.212-2 Evaluation - Commercial Items. When submitting pricing information please provide an itemized list for the SMS equipment, along with your completed pricing schedule.
14) Q: Will there be a set of blueprints made available to aid in ensuring we understand exactly the materials needed to complete your request? A: There are no blueprints provided for this procurement. However, we have security sensitive photos and drawings that you can obtain, if you a) request these materials from the Contracting Officer via FedConnect, b) The Contracting Officer will send you a Non-Disclosure form to sign, c) once you sign the Non-Disclosure form, the Contracting Officer will send you the photos and drawings.
15) Q: Will the three locations be identical? A: No
16) Q: Is it mandatory for us to visit the site(s) physically, or could this be done via webinar session? A: It is not mandatory that your company participate in a site visit. The site visit occurred on February 20, 2020, and there are no more site visits available. No webinar sessions are available for this solicitation.

Amendment 0002: The purpose of this amendment is to answer a Contractor question.
1) Question: I am not sure if you are aware, but Software House which is called out in the spec with the Innometriks is actually on hold by the APL Lab as it does not work, shown below and on the idmanagement.gov. https://www.idmanagement.gov/approved-products-list-pacs-products/
Would you be open to an approved equal that is approved on the Approved Products List? Answer: You are correct. However, the system is still listed on the approved products list for FIPS 201-1, under review for -2, with -3 coming out in the next several months. EPA has already chosen the system to go enterprise with. If it were to be removed from the list in the future, then we would default to the other approved readers that is listed one row below.
Also, this Amendment is to remind the attendees of the site visit that no questions will be answered at the time of the site visit. YOU SHALL SUBMIT ALL QUESTIONS VIA FEDCONNECT ONLY.

Amendment 0001: The purpose of this amendment is to add the requirement of participating companies to register for the site visit on February 20, 2020. All companies interested in attending the site visit must submit the following information via FedConnect: Name of Company and Name of Attendees.
Also, the purpose of this amendment is to answer Contractor questions:
1) Question: Please provide us the following details of your solicitation: a) List of Items, Schedule of Requirements, Scope of Work, Terms of Reference, Bill of Materials required, b) soft copy of the tender documents through email, c) Information about the tendering procedure and guidelines, d) any extension of bidding deadline, e) any addendum or pre bid meeting minutes. Answer: All information about SOL# 68HE0720Q0004 shall be found on FedConnect and FedConnect only. The Contracting Officer shall not send solicitation information independently of FedConnect.
2) Question: What is the estimated budget for this purchase? Answer: $600,000 - $700,000.
3) Question: Could you please tell me if the Presolicitation posted as solicitation number 68HE0720Q0004 on FBO contains requirements similar to any work performed currently or in the past, or will this work be new requirements? Answer: This work is a new requirement.
