About this opportunity

Military Sealift Command is seeking information regarding the availability and pricing for one U.S. flag Jones Act–compliant tanker vessel for extended-term charter, with responses due November 3, 2026 at 1200 Eastern Time. This is a sources-sought notice for information only and does not commit the government to award a contract.

The vessel must carry a minimum of 280,000 barrels of clean petroleum products (F76, JP5, JP8, or JA1) with a maximum length overall of 182.9 meters, maximum beam of 32.31 meters, and maximum deadweight tonnage of 48,500 MT. The tanker must maintain a laden draft not exceeding 12 meters, achieve a minimum speed of advance of 13 knots while laden, and possess minimum three segregations with double valve isolation. Required equipment includes a 10-ton boom or crane, segregated ballast tanks, inert gas system, and machine-wash capability for cargo tanks. The vessel must perform cargo operations at offshore petroleum facilities and at anchorage lightering.

Charter performance commences December 9, 2027 at the U.S. Gulf Coast with redelivery options at the charterer's discretion to the U.S. East Coast, Gulf Coast, or West Coast. The base contract period runs 366 days through December 8, 2028, with four optional one-year renewal periods extending through November 6, 2032. Layday commences December 9, 2027 and cancels March 9, 2028.

Within six months of delivery, the vessel must be capable of performing Cargo Operations at Sea (CONSOL) with installation of three receiving stations. Within one year of contract award, the vessel must accommodate installation of one Fuel Delivery Station meeting specified technical requirements. Responses should include company information, complete vessel specifications, estimated daily charter rates, fuel consumption rates, installation costs for CONSOL and FDS systems, and vessel readiness date, submitted to Ms. Finley Stoops (finley.a.stoops.civ@us.navy.mil) and Ms. Stephanie Ricker (stephanie.ricker.civ@us.navy.mil).
