About this file

This is a technical specification attachment for a Fuel Delivery Station (FDS) system required for naval vessel operations. The FDS shall be a STREAM delivery station consisting of a double hose probe rig suspended from a constant tension spanwire between delivery and receiving ships, capable of operating with single or double probes. The system must be installed on the port side forward of the manifold, with starboard side installations prohibited.

Spanwire specifications require Type I, Class 3 construction wire rope per Federal Specification RR-W-410, with minimum breaking strengths of 47,400 lbs for uncoated 19mm wire or 42,800 lbs for galvanized; 22mm wire must have at least 64,200 lbs uncoated or 57,800 lbs galvanized. A passive slip-clutch safety device must prevent spanwire failure in tight line situations. The spanwire fairlead height must be between 90 and 110 feet above nominal waterline. All electrical equipment must comply with IEC60533 and regulatory requirements to maintain vessel classification. The system shall operate in Sea State 5 conditions with a normal operating range of 80 to 180 feet (maximum 200 feet) while maintaining 15-inch clearances from ship structures. Rated loads require spanwire winch capability of 14,330-15,500 lbs and saddle winch capability of at least 4,000 lbs, with spanwire operating speed of 240 fpm and saddle winch speed of 400 fpm (±10 fpm tolerance). The system must undergo Factory Acceptance Trial and Installation Weight Test with MSC witness. Additional requirements include installation of three CONSOL stations, habitability modifications, day and nighttime operational capability, and contractor provision of adequate training notice to the MSC Contracting Officer Representative.

Attachment (2)- Fuel Delivery Station (FDS)

1. The FDS shall be a STREAM delivery station that consists of a double hose probe rig suspended from a constant tension spanwire connected between the delivery and receiving ship. The double hose probe will be capable of operating with a single or double probe. The station shall be provided with pad eyes, fittings and equipment necessary to rig, support, control and retrieve the fuel hoses

2. FDS shall be installed on the port side forward of the manifold. Installations on the starboard side are not acceptable.

3. System shall operate IAW with requirements and procedures detailed in NTTP 4-01.4, Chapter 2.

4. Interconnecting fuel coupling and spanwire end fitting that are delivered to the receiving ship shall have a breaking strength of at least 35000lbs and meet or exceed ATP 16 requirements.

5. Spanwire shall be Type I, general purpose Class 3, construction 6, 6 by 37 independent wire rope core, extra-improved plow steel, preformed regular right-hand lay, in accordance with Federal

Specification RR-W-410, or 19mm wire shall have a breaking strength of no less 47,400lbs if uncoated or 42,800lbs for galvanized, for 22mm wire shall have a breaking speed of at least

64,200 of uncoated or 57,800 for galvanized wire. If spanwire does not meet these specifications, the contractor shall provide alternative specifications for MSC to review.

6. There shall be a slip-clutch or some sort of safety device for the spanwire to prevent the spanwire from parting in tight line situations. This shall be a passive safety device that prevents failure of the wire rope.

7. Electrical equipment shall comply with IEC60533 and ALL regulatory requirements to maintain vessel classification to operate in a commercial market. If electrical equipment does not meet these specifications, the contractor shall provide alternative specifications for MSC to review.

8. Systems and equipment shall be designed to prevent personnel injury and damage to the rigs, equipment, and the ship during casualty modes. Equipment shall be designed to fail safely, which means that when the equipment the safety of the equipment, load and personnel shall be maintained at all times. Failure of the power source of any power operated drive mechanism shall not jeopardize the safety of personnel.

9. Ship will be equipped with ship navigation night lighting per Attachment 1, paragraph 10.

10. Minimum height of the most outboard spanwire fairlead on the Kingpost/Jackstay shall be between 90 and 110 ft above nominal water line. If spanwire fairlead does not meet these specifications, the contractor shall provide alternative specifications for MSC to review.

11. Fuel Delivery station shall be subject to the load testing requirements as shown in Drawing (A) or similar. If the system cannot does not meet these requirements, the contractor shall provide alternative specifications for MSC to review.

12. Normal Operating range of 80 to 180ft (25 to 55m) with a maximum of 200ft(61m) with the rig remaining clear of the water and ship’s structure

a. Horizontal working range- The Hose and all connected rigging shall clear ship’s structure and all obstructions by a minimum of 15 inches with the rigging tending 30 degrees for to 30 degrees aft of the plane perpendicular to the ship’s centerline through the centerline of the outermost attachment point of the rigging

b. Vertical working range- The hose and all connected rigging shall remain clear of the ships structure and all obstructions by a minimum of 15 inches with the rigging tending within the specified working angles above or below a plane parallel to the design water plane of the ship through the outermost attachment point of the rigging. The vertical working range for delivery stations is 0 degrees to 30 degrees below the plane.

c. System shall have ability to continuously operate in up through Sea State 5 conditions.

13. Rated Loads and Speeds:

a. The spanwire rope system shall be capable of automatic compensation for ships motion and maintaining the nominal rated spanwire which tension between the receiving and delivery ships in up to Sea State 5 conditions. Rated speed of the spanwire winch system shall be designed to meet the ships motion characteristics at Sea State 5 as defined in

MIL-STD-1399/301 that are applicable to receiving ship (DDG-51 class). If the contractor is unable to meet this requirement, please submit the applicable characteristics to MSC for approval.

b. Rated Loads:

i. Spanwire winch: 14,330- 15,500lbs

ii. Saddle winch: at least 4,000lbs

c. Speed:

i. Spanwire: 240 fpm, +/- 10 fpm

ii. Saddle Winch: 400 fpm, +/- 10 fpm

a. The owner shall install two consol stations on the starboard side and one on the port side of vessel in accordance with attachment (1)

15. Habitability Modifications:

a. The owner can assume the phone and distance line will be tied off to their vessel and attended by the approach vessel

b. The owner can assume the vessel will be able to conduct CONSOL or fuel station operations at a single time. There is no requirement to be capable of conducting

CONSOL and Fuel Delivery Station operations simultaneously.

c. The owner can assume the vessel will be able to conduct day and nighttime operations

d. The owner should include any type of habitably modifications required for FDS installation.

e. The owner will be responsible for manning, training and equipping the vessel. MSC can provide basic stream rig training, the training may not be specific to the equipment operational system installed on the vessel.
