About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service/Alaska Fisheries Science Center seeks installation of ultraviolet disinfection units and a sand filtration system in the waste seawater treatment system at Auke Bay Laboratory in Juneau, Alaska, with proposals due June 30, 2026. The procurement is a total small business set-aside, and this announcement constitutes the only solicitation; a written solicitation will not be issued.
Place of performance is the Ted Stevens Marine Research Institute (Auke Bay Laboratory), 17109 Point Lena Loop Road, Juneau, Alaska 99801. The project involves replacing the existing ozone disinfection system with three parallel UV disinfection units (Atlantium RZ163-11 models) and replacing cartridge filters with a sand filter vessel. Work must comply with Alaska Department of Environmental Conservation regulations (18 AAC 72) and NSF Standard No. 40. The contractor shall provide all equipment, personnel, tools, materials, supervision, and incidental services; the government will supply the UV disinfection units, sand filter, and flow meters. Installation and testing must be completed by September 30, 2026. The NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a small business size standard of $19.0 million in average annual receipts or less. Vendors must be certified and active in SAM.gov at time of quote submission. The contract is firm-fixed-price with Net 30 payment terms and incorporates service contract labor standards (wage determination WDOL 2015-5685), mandatory NOAA sexual assault and harassment prevention training, and standard FAR commercial service clauses. Evaluation prioritizes non-price technical solution (technical approach and past performance) as significantly more important than price. A site visit is highly recommended, particularly for vendors not based in the Juneau area, given logistical complexities and limited access by plane or boat only. Quotes must be submitted electronically to jason.jenks@noaa.gov by June 30, 2026, at 1600 EDT.

Update: 06/24/2026 - This solicitation includes FAR RFO Provision 52.237-1 Site Visit. A site visit is highly recommended for those vendors who plan to submit a quote for this requirement that are not based in the Juneau, Alaska area.
