About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking contractors to upgrade and remanufacture B-1B Actuator Electronic-Mechanical components through a comprehensive depot-level maintenance program. The procurement involves disassembly, cleaning, inspection, maintenance, re-assembly, testing, and finishing of multiple B-1B actuator assemblies to return them to like-new condition, with emphasis on replacing obsolete components with newer designed parts. Contractors must demonstrate capabilities in supply chain risk management, cybersecurity protocols, quality control, and comprehensive documentation maintenance throughout the remanufacturing process. The government intends to issue the formal solicitation on or about August 8, 2025, with responses due approximately September 23, 2025, and interested parties have until 15 days from the July 23, 2025 notice date to identify their commercial item capabilities. All questions must be submitted in writing via email, and the procurement will not utilize Part 12 commercial item acquisition policies.

The contract encompasses 26 line items of actuator upgrades with quantities ranging from 50-72 units per line item, and unit acquisition costs ranging from approximately $12,000 to $22,000 per actuator based on government furnished property data. The procurement includes extensive reporting requirements through the Commercial Asset Visibility system for real-time tracking of government-owned reparable assets throughout the repair cycle. All shipments will be directed to the DLA Distribution Depot at Tinker Air Force Base, Oklahoma, with comprehensive packaging requirements specified under military standard practices. An Ombudsman is available at 405-736-3273 to address contractor concerns during the proposal development phase, maintaining confidentiality while facilitating communication between contractors and government personnel.
