About this opportunity
The Department of the Army Corps of Engineers Engineering District Los Angeles is seeking a contractor to upgrade the Central Chiller Plant and DDC Controls at the Long Beach VA Campus. The project involves comprehensive renovation of the existing chiller infrastructure, including replacing and refurbishing cooling towers, chillers, pumps, and associated mechanical and electrical systems. Key contract requirements include installing new 1250-ton chillers, upgrading cooling tower systems, implementing new refrigerant leak detection monitoring, and providing electrical and low voltage systems for all mechanical equipment. The pre-solicitation notice indicates a total small business set-aside, with responses due by May 23, 2025. While specific evaluation criteria are not explicitly detailed, the comprehensive scope suggests technical capability, mechanical engineering expertise, and demonstrated experience in complex VA campus infrastructure projects will be critical.
The contract is structured with a phased approach to minimize disruption to patient care, with work planned to occur in stages and potentially involving partial system shutdowns. The project's NAICS classification falls under Plumbing, Heating, and Air-Conditioning Contractors (238220), with a specific focus on refrigeration and air conditioning equipment maintenance and repair. Although no specific award value is mentioned, the extensive scope involving multiple 1100-ton and 1250-ton cooling systems, extensive piping modifications, electrical upgrades, and specialized mechanical work suggests a substantial project budget. The work will require precise coordination, with specific technical requirements including installing variable frequency drives, new condenser water pumps ranging from 125-150 HP, and comprehensive commissioning of all upgraded systems. The project's complexity and specialized nature indicate this will be a high-value contract targeting experienced mechanical and infrastructure renovation contractors.
