About this opportunity

The Defense Logistics Agency (DLA) is seeking an up to 2-month lease and maintenance contract for 249 Multi-Functional Devices (MFDs) located in Italy. The solicitation (SP7000-25-Q-1026) is being pursued on an Other than Full and Open basis, with the intent to negotiate directly with a single source under FAR 13.106-1(b). The procurement includes associated maintenance services and supplies, excluding paper, to bridge the gap until a follow-on contract's devices can be delivered and installed. The source selection will use a Lowest Price Technically Acceptable (LPTA) process, evaluating price, technical capability, and past performance factors. Quotes must be submitted via email to Angie Graff by February 26, 2025, at 4:00 PM EST, with a period of performance covering March 1-31, 2025 (base period) and an optional extension from April 1-30, 2025.

The solicitation does not have a specific small business set-aside and appears to be targeting Trident E&P LLC as the sole source provider. The contract covers MFDs across various volume bands with specific requirements including 95% monthly device availability, 2-hour response time for work stoppages, and compliance with DOD security standards. The devices will be deployed across multiple locations in Italy, with a total of 249 units spanning 12 different MFD models ranging in quantity from 1 to 77 units per model type. The NAICS code for this procurement is 532420 (Office Machinery and Equipment Rental and Leasing), with a small business size standard of $40 million. Key additional requirements include Trade Agreement Act compliance, supply chain risk management documentation, and Section 508 accessibility compliance, with all invoicing to be processed through Wide Area Workflow (WAWF).
