The solicitation seeks a fully accredited virtual learning program for grades 6-12 that provides core online courses in English, Math, Science, and Social Studies, along with advanced placement and career electives. Key contract requirements include 24/7 access to educational resources, certified teachers for individual and group instruction, credit recovery options, and the ability to accommodate Individual Education Plans (IEPs). The government intends to evaluate proposals based on technical capability, price, and past performance, with offers due by February 28, 2025, at 1700 ET. The contract will be awarded as a firm-fixed-price agreement with a period of performance from 10/01/2025 to 09/30/2026, with four potential one-year option periods extending through 09/30/2030.
This procurement is designated as an Indian Economic Enterprise (IEE) set-aside under NAICS code 611110, with a $20 million size standard, specifically targeting businesses with significant Indian ownership. The solicitation requires offerors to be registered in the System of Award Management (SAM) and to comply with the Buy Indian Act, demonstrating at least 51% ownership by a Federally Recognized Tribal Entity. The place of performance is Cherokee, NC 28719, and the contract aims to provide flexible online educational services that can adapt to the varied scheduling needs of resident students. Offerors must self-certify their IEE status throughout the offer submission, contract award, and full contract performance periods, with potential penalties for false or misleading information. The comprehensive virtual learning model will support Unity Healing Center's objective of maintaining on-track education for its residents through a personalized and accessible online platform.
