About this opportunity

The United States Space Force issued a Request for Information on April 8, 2026, seeking industry feedback on providing a user interface and automation layer for a military Human Resources Information Technology system known as the Guardian Automation Layer. This RFI, published by the Department of the Air Force, is for market research purposes only under Federal Acquisition Regulation 15.101(c) and does not constitute a binding solicitation or commitment to contract. The USSF is modernizing its HR infrastructure to consolidate over 300 disparate systems currently in operation. The initiative supports implementation of the Space Force Personnel Management Act by the end of Fiscal Year 2028. Interested contractors are invited to respond with technical and strategic information regarding how they could deliver the required capabilities.

Contractors must submit responses by May 8, 2026, using the provided SRD Response Spreadsheet and an unclassified white paper not exceeding 15 pages; oral and telephonic communications are prohibited. The GAL system must support role-based access, dashboards for tracking HR actions, low code/no code configurability, and AI-enabled automation to reduce administrative burden, while ultimately scaling to support 10,000 Guardians by 2028 and 40,000 by 2040. Responses must address compliance requirements including Authority to Operate, FedRAMP/DISA certification, GovCloud deployment, system architecture capabilities, implementation and sustainment strategy, scalability, and past performance. Small and disadvantaged businesses are encouraged to respond under NAICS code 541511 (Custom Computer Programming Services), which carries a $34 million size standard. The system must achieve 99.99% uptime and comply with FedRAMP Moderate/High authorization and NIST SP 800-53 Rev 5 security controls while integrating with critical Department of the Air Force systems including Military Personnel Data System, Defense Finance and Accounting Service, and various learning management platforms.
