About this opportunity

Air Force Civil Engineer Center (AFCEC) is conducting an Other Transaction Authority (OTA) marketplace challenge to select an Owner's Advisor for the United States Space Command Command and Control Facility at Redstone Arsenal, Alabama, with white-paper submissions due June 30, 2026. This is not a set-aside procurement. The selected OA will manage programmatic delivery of a mission-critical, approximately $2 billion facility supporting 1,800 personnel under a collaborative Design-Build methodology targeting a 50% reduction in traditional Military Construction timelines (from roughly 10 years to 5 years). The facility incorporates Radio Frequency shielding, High-Altitude Electromagnetic Pulse protection, Sensitive Compartmented Information Facility/Special Access Program construction, and redundant resilient infrastructure.

Eligible respondents must be U.S.-based organizations with demonstrated OA success on complex collaborative Design-Build projects exceeding $500 million in construction value, current Top Secret/Sensitive Compartmented Information clearances, and Cybersecurity Maturity Model Certification Level 2 compliance or active pursuit thereof. Submissions are 2–10 page white papers (plus cover sheet and essential personnel form) via https://gocolosseum.org addressing qualifications, technical concepts, mega-project references with customer points of contact, key personnel, organizational reach-back, and proposed payment structure. Army Contracting Command - Rock Island will award a Firm-Fixed-Price agreement through the ONIX Consortium. Down-selection occurs within 30–45 days; three finalists are selected for full-day in-person interviews in mid-July, with final award anticipated in early August. Performance spans three milestones from September 2026 through December 2032, encompassing early design, ongoing design and construction, and closeout and commissioning.

Update #2 · Latest ·

Government released AMENDMENT 01 on 16 June 2026, no change to proposal due date of 30 June 2026.

Air Force Civil Engineer Center (AFCEC) seeks a partner to serve as an OA for programmatic management during the planning, design and construction of the USSPACECOM C2F at Redstone Arsenal, AL, and to establish a scalable, repeatable model to be implemented in future Air Force Military Construction projects.

Summary of Overall Objective:

AFCEC seeks an innovative, highly capable, and deeply experienced partner to serve as the OA for management of design and construction of a new C2F warfighting platform at Redstone Arsenal, Alabama. This mission critical facility, and its supporting data center, is required to support approximately 1,800 personnel and cost approximately $2B to design and build.  C2F will incorporate Radio Frequency (RF) shielding, High-Altitude Electromagnetic Pulse (HEMP) protection, Sensitive Compartmented Information Facility (SCIF) / Special Access Program (SAP) construction, and redundant and resilient infrastructure.

The project will be delivered using acollaborative delivery methodologyunder the Design Build Institute of America (DBIA) Design Build Done Right framework.  The OA partner will help co-create a repeatable, scalable model for Collaborative Delivery Design Build management success across the Department of the Air Force for possible future acquisitions.

This solicitation and the resulting agreement are issued pursuant to the Other Transaction Authority (OTA) for military construction projects under 10 U.S.C. § 2808a. This effort is intended to reduce traditional Military Construction (MILCON) delivery timelines by approximately 50%, transforming what is typically a 10-year process into an approximate 5-year requirement to construction completion process. The selected OA will help AFCEC deliver this facility faster, smarter, and with higher mission assurance than any previous Air Force MILCON effort.

USSPACECOM will complete its validated requirements development in late June 2026, and the OA must be prepared to rapidly translate these requirements into actionable technical criteria, performance standards, and design guidance.  As the project progresses, the OA will also perform construction oversight and construction security.

AFCEC will not be prescriptive in requiring a response, instead we are asking industry to present their most creative solutions based on their experience and qualifications.

Further information is listed in the two attachments provided.
