About this file

This is a Questions and Answers document for an Other Transaction Authority (OTA) marketplace challenge for a construction project oversight position.

The OTA will be awarded as a Firm-Fixed-Price agreement with the resulting contract issued under 10 U.S.C. § 2808a for military construction projects. Offerors must submit a total proposed firm-fixed-price along with a proposed payment structure detailing how payments will be distributed over the period of performance, with the government encouraging innovative, commercial-style structures aligned with key milestones, deliverables, or performance outcomes. Submissions must be white papers between 2 and 10 pages, with the Agreement Holder Essential Points of Contact form required but not counting against the page limit; a table of contents and digital section tabs are also excluded from the page count. The deadline is June 30 at 11:59 p.m. ET. Nontraditional contractor status is not required for participation and will be collected for administrative purposes only. The company selected as OTA #1 lead is excluded from competing for OTA #2 to ensure independent execution and mitigate organizational conflicts of interest.

Contractor personnel assigned to the effort requiring access to Sensitive Compartmented Information (SCI) data and spaces must possess a current Single Scope Background Investigation/Top Secret (SSBI/T5) with ICD 704 eligibility, with the project lead required to maintain active Top Secret clearance. The company must maintain a Facility Clearance to sponsor employee clearances. Down-selected firms will participate in in-person collaboration in August combining oral presentations, Q&A, and key personnel interviews, anticipated to take up to a full day per firm. The OA will be responsible for ICD 705 construction surveillance technician requirements and commissioning oversight but will not provide general site security or perform facility commissioning. Offerors may respond on behalf of joint ventures in formation, which must be formally established prior to award; if a joint venture lacks a UEI assignment, both partners may complete the Agreement Holder form with the joint venture relationship clearly identified.

Question # Question Response

The marketplace challenge requests submission of "A proposed payment structure".

Please confirm that this is to be a general structure (contract type, milestone triggers, incentives, etc.), and not full pricing at this time.

Section 4 of the challenge has been updated via Amendment 1 to reflect that the resulting OTA will be awarded as a Firm-Fixed-Price agreement.

The Government expects Offerors to submit a total proposed firm-fixed-price for the effort. In addition to the total price, Offerors must provide a proposed payment structure detailing how that firm-fixed-price will be distributed over the period of performance. We encourage innovative, commercial-style structures that align payments with key milestones, deliverables, or performance outcomes.

Are the down-selected interviews intended to be Q&A or include oral presentations?

In-person collaboration is expected to occur in August and be a combination of oral presentations, Q&A, and interviews of key personnel. The structure of in-person collaboration will be provided with the invitation to down-selectees. Anticipate up to a full day per down-selectee.

In the Agreement Holder Essential Points of Contact form, Page 1, it requests the Offeror to select a condition that satisfies the appropriate use of authority to enter into an OTA - either significant participation of a nontraditional, or one third cost share - and to provide "significant participation details."

Per the Industry Day and Q&A responses, neither of these conditions are relevant to this OTA.

Please confirm this section (the last set of check boxes and associated details on Page 1) is NOT required to be filled out by Offerors.

Completion of the Agreement Holder Representative and Point of Contact form is required for this challenge. However, vendors are not required to qualify as a non-traditional defense contractor to participate in this effort. The traditional/non-traditional contractor information is being collected for administrative and reporting purposes only and will not be used as an eligibility requirement for participation or award consideration under this challenge.

OTA 1 Question Tracker

The marketplace challenge states "A Respondent’s representative must possess a Top Secret/Sensitive Compartmented Information (TS/SCI) Facility Security Clearance."

Please clarify the government definition of "Respondent". Is this related to the Offeror's FCL or an individual (such as the OA program manager or security manager)?

Contractor personnel assigned to this effort who require access to SCI data and spaces must possess a current SSBI/T5 with ICD 704 eligibility. At a minimum, the project lead must have active TS clearance.

The marketplace challenge (page 1) states that the "OA will also perform construction oversight and construction security."

Please confirm whether this means general site security (normally a GC responsibility), or whether this is related to the CST requirement.

The OA responsibility is for ICD 705 construction surveillance technician requirement.

The requirement does not include providing general site security.

4. Eligibility & Submission Guidelines: If the following applies to individuals supporting the OA team, "A Respondent’s representative must possess a Top Secret/Sensitive Compartmented Information (TS/SCI) Facility Security Clearance," please confirm the appropriate TS/SCI facility security clearance can be obtained upon award of agreement/contract.

Contractor personnel assigned to this effort who require access to SCI data and spaces must possess a current SSBI/T5 with ICD 704 eligibility. At a minimum, the project lead must have active TS clearance.

4. Eligibility & Submission Guidelines: Please confirm that for the following reference, "A Respondent’s representative must possess a Top Secret/Sensitive Compartmented Information (TS/SCI) Facility Security Clearance," this refers to the OA having the appropriate TS/SCI Facility Clearance Level (FCL).

Correct, the company must maintain a Facility Clearance to sponsor their employees clearances.

It was implied during the industry day that a company could be lead on OTA #1 and OTA #2 as long as the company could provide a solution for the COI. Please confirm that this solution should be included in OTA #1?

The Government does not intend for the same company, or entity thereof, to perform both roles. To ensure independent execution, mitigate potential organizational conflicts of interest, and maximize diverse industry participation, the Government requires different entities to fulfill these distinct roles. Therefore, the company selected as the lead for OTA #1 is excluded from the opportunity to propose a solution for OTA #2. Non-selected offerors from OTA #1 may compete for OTA #2.

Please confirm that a company that is the lead for OTA #1 can also be the design builder on OTA #2

4. Eligibility & Submission Guidelines: Can you clarify what deliverables you are asking for as "Project deliverables"? Is this monthly updates to the schedule, design reviews, CM reports, etc..? The number of items could vary greatly between teams and does not appear in the rubric.

The intent is for the OA to propose deliverables that add value to project execution and align with the LOEs.

4. Eligibility & Submission Guidelines: This section calls for a proposed payment structure, does that mean you are asking for a fee along with the proposed approach and at table that shows payments over time, or are you asking for a process for invoicing and payments with no proposed fee? How is this scored against the rubric?

Section 4 of the challenge has been updated via Amendment 1 to reflect that the resulting OTA will be awarded as a Firm-Fixed-Price agreement.

The Government expects Offerors to submit a total proposed firm-fixed-price for the effort. In addition to the total price, Offerors must provide a proposed payment structure detailing how that firm-fixed-price will be distributed over the period of performance. We encourage innovative, commercial-style structures that align payments with key milestones, deliverables, or performance outcomes.

This is a qualifications based selection which relies on demonstrated performance and ability to deliver and not just price.

Eligibility & Submission Guidelines: Can you clarify if, "A Respondent’s representative must possess a Top Secret/Sensitive", means an active TS clearance or someone that has had a clearance or the ability to get a clearance once the project is awarded.

Contractor personnel assigned to this effort who require access to SCI data and spaces must possess a current SSBI/T5 with ICD 704 eligibility. At a minimum, the project lead must have active TS clearance.

Agreement Holder Essential Points of Contact: If a newly formed joint venture entity does not have a UEI assigned yet, should both JV partners fill out the Agreement Holder Essential Points of Contact form?

Yes. If the joint venture entity has not yet been assigned a UEI, both JV partners may complete the Agreement Holder Essential Points of Contact form. Please ensure the joint venture relationship is clearly identified in the proposal. The joint venture must be formally established prior to award of the agreement. We will coordinate with the selected offeror and require an updated Agreement Holder Essential Points of Contact form prior to award.

Agreement Holder Essential Points of Contact: Is it required to include the Agreement Holder Essential Points of Contact attachment within our submittal? If so, does this count towards the 10-page limit?

The Agreement Holder Essential Points of Contact form is required. It will not count against the 10-page limit.

The Challenge Statement states "A Respondent's representative must possess a Top Secret/Sensitive Compartmented Information (TS/SCI) Facility Security Clearance." Please confirm the Respondent's Representative must possess a Top Secret Clearance with SCI eligibility not a TS/SCI Facility Clearance, as a person (representative) cannot have a Facility Clearance.

Company must maintain a Facility Clearance to sponsor their employees with clearances.

Will a notification be sent out if an updated challenge statement is posted?

Yes, any amendments to the Challenge will be posted via SAM.gov and Go Colosseum Marketplace and listed as "Amendment xxxx"

17 Will the Government provide a consolidated list of Q&A?

Yes, question and answers will be supplied via the GoColosseum Marketplace upon completion.

Please confirm that a price should not be submitted with the White Paper.

Will the government allow the Proposed Schedule with Milestones to be presented on 11x17 format that is still counted as a single page, for legibility?

Respondents are allowed to submit their proposed schedule with milestones in an alternative format for legibility if necessary. Majority of proposal should be on standard 8 1/2 x 11 format.

If pursuant to 10 USC 2808, is there still a need to complete the ONI OTA Agreement Holder Representations form or have a nontraditional defense contractor on the team?

Completion of the Agreement Holder Representative and Point of Contact form is required for this challenge. However, vendors are not required to qualify as a non-traditional defense contractor to participate in this effort. The traditional/non-traditional contractor information is being collected for administrative and reporting purposes only and will not be used as an eligibility requirement for participation or award consideration under this challenge.

Please confirm this award going to be pursuant to 10 USC 2808, as referenced during Industry Day questions, and not 10 USC 4021?

Section 1 of the challenge has been updated via Amendment 1 to reflect that this challenge and the resulting agreement are pursuant to the Other Transaction Authority for military construction projects under 10 U.S.C. § 2808a.

According to the upload site, it allows up to 10 files, including a video. Will the Government please confirm Offerors are to only submit a White Paper file for the response?

Correct. Respondents shall submit a white paper file only, per the terms of the challenge.

Can you elaborate on what "proposed payment structure" structure you are looking for?

Section 4 of the challenge has been updated via Amendment 1 to reflect that the resulting OTA will be awarded as a Firm-Fixed-Price agreement.

The Government expects Offerors to submit a total proposed firm-fixed-price for the effort. In addition to the total price, Offerors must provide a proposed payment structure detailing how that firm-fixed-price will be distributed over the period of performance. We encourage innovative, commercial-style structures that align payments with key milestones, deliverables, or performance outcomes.

Can attachments/exhibits be included outside of the 10-page white paper limit?

Proposals shall be in accordance with the terms of the challenge. "Submissions must be a White Paper, between 2 and 10 pages…."

Are the required organizational chart and proposed schedule with milestones considered part of the 10-page limit?

Proposals shall be in accordance with the terms of the challenge. "Submissions must be a White Paper, between 2 and 10 pages…."

Will the interviews be in person or virtual? How much time is anticipated a down-selected firm will have to prepare for the interview? What will the duration (e.g. 60 minutes) and format be (presentation plus Q&A) for the interviews?

In-person collaboration is expected to occur in August and be a combination of oral presentations, Q&A, and interviews of key personnel. The structure of in-person collaboration will be provided with the invitation to down-selectees. Anticipate up to a full day per down-selectee.

What is the anticipated timeline of user’s final definition of C4IT requirements and contract award relative to OTA #2 PDB schedule?

The government looks forward to partnering with the OA to determine the best acquisition strategy for the PDB performer to deliver a finalized C2F including C4IT.

What is the desired timeline for establishment of a construction GMP relative to the selection of OTA Contractor #2?

Not relevant to OTA #1 selection.

Challenge Statement pg. 3 notes opportunity to embed 10 OA personnel. Will personnel from related stakeholders with decision authority also be in this office, on Redstone, or will we be engaging them virtually? Is there office space in same location for OTA #2 Contractor once they are brought on board?

Other stakeholders will be engaged in multiple ways. NIWC has representatives in the same work space with the PMO and future OA. AFCEC is targeting having a PM in place in this office throughout the design and construction of the C2F. DPW is located in another building on Redstone Arsenal. Most other stakeholders will be reached virtually. We do not expect to have office space for the Designer/Constructor team, but the site can accommodate job trailers. There is meeting space available within the USSPACECOM Redstone Transition Team (RTT) area for onsite engagements.

Who will own/host the Automated Information Systems (AIS) used for collaboration between OA, AFCEC and SPACECOM? Is there an intent that the OTA #2 Contractor host a separate system for PDB activities? What is the anticipated DoD cloud computing Impact- Level (IL-4, IL-5, etc.)?

OA will utilize government computers and TEAMS to communicate within the team.

Challenge statement for OTA #2 will identify any requirements for PDB activities

On page 2 of the LOE document, please clarify the intent of “Verify” with reference to RF, HEMP, CPS etc.

The intent is for the OTA 1 Awardee to the expertise to verify and validate the OTA 2 contractor's design and installation to ensure they are in compliance with the requirements and applicable standards.

Clarify LOE title discrepancies between challenge statement and LOE document. Challenge statement lists all LOEs as “Compliance with DBIA best practices” and LOE document lists:

PM and Advisory Services, Construction Management Services, and Construction Security Services. While the content in each is largely the same, Phase 2 of LOE 1 is not included in the challenge statement. Please confirm we should primarily rely on the more comprehensive LOE document.

The evaluation criteria do not contain prescriptive steps to be taken, but rather are intended to demonstrate the type of criteria that the proposal will be evaluated against. The LOE document includes additional details to help guide the submittal.

Please confirm site security will be addressed under a separate end user contract not by the OA.

The OA responsibility is for ICD 705 construction surveillance technician requirement.

The requirement does not include providing general site security.

Is there a separate facility commissioning contract or will the OA be expected to provide this service? Challenge statement address “coordinating” C4IT installation and commissioning but is silent on facility commissioning.

The OA will not be expected to perform facility commissioning but will have a commissioning oversite role.

Please confirm it is ok for an individual firm to respond to the challenge on behalf of a joint venture that is in the process of being formed and will be in place if/when selected and prior to award?

The Government encourages teaming arrangements in support of this challenge.

Individual firms may respond on behalf of a joint venture that is in the process of being formed. These joint ventures must be formed prior to award of the agreement.

The Industry Day slides show a number of "Temp facility" (presumably, non-MILCON temporary facilities). Particularly concerning SCIF and HEMP shielded temporary facilities, will these be prefab modular emplaced on Redstone, or rented offsite space?

Will this be procured via NIWC or Rock Island?

Not relevant to challenge statement.

Does the Government have an alternate means of submission if the site is not functioning?

Please reach out to servicedesk@gocolosseum.org to if you are having technical issues. We can assist with troubleshooting.

38 Please confirm that the submittal due time is in Central time zone.

The challenge deadline is June 30 at 11:59 p.m. ET / 10:59 p.m. CT / 9:59 p.m. MT / 8:59 p.m. PT. The deadline displayed on the platform is shown in your device's local time zone.

Please confirm that a table of contents page would be excluded from the 10-page count.

Table of Contents will be excluded.

40 How will we receive confirmation of receipt?

You will be able to see your submission on the Dashboard under “My Organization Submissions” once it has been uploaded into the system. For technical issues with the submission platform, contact servicedesk@gocolosseum.org.

41 Is there a Government POC to contact to confirm receipt?

You will be able to see your submission on the Dashboard under “My Organization Submissions” once it has been uploaded into the system. For technical issues with the submission platform, contact servicedesk@gocolosseum.org.

4. Eligibility & Submission Guidelines: Are tabs allowed for our proposal and if so, do those count towards the 10 page limit?

Digital section tabs or divider pages included within the PDF will not count toward the 10-page limit.

Is this the location where all questions should be asked about the OTA? Or is there another, preferred way to submit questions such as uploading a file with a consolidated list?

This is the correct location to submit questions.

File details come from the government source that posted it. Updated .
