About this opportunity
The United States Marine Corps has awarded contract M95494-26-D-0001 on a sole-source basis to an unnamed vendor for garrison food services on an IDIQ contract vehicle under a limited sources justification.
The justification invokes the Randolph-Sheppard Act to authorize direct negotiations in lieu of full and open competition. The Government determined that direct negotiation served its best interest through increased flexibility and a streamlined acquisition timeline. The requirement covers Full Food Service operations for 46 Marine Corps Garrison Mess Halls and seven satellite locations across the continental United States, including installations in the District of Columbia, Virginia, Maryland, North Carolina, South Carolina, California, and Arizona. The contractor will provide comprehensive mess hall management and operations encompassing food requisitioning, receiving, storage, preparation and cooking, meal service, custodial sanitation, housekeeping, facility maintenance, equipment repair, quality control, menu development, staff training, accounting and records management, and quality assurance evaluation. The contract structure is an IDIQ with an initial five-year ordering period beginning October 1, 2026, with one optional five-year extension through September 30, 2036, with estimated total value spanning fiscal years 2027 through 2037. Funding is drawn from Military Personnel Marine Corps Subsistence in Kind appropriation. The Government conducted three Requests for Information posted to SAM.gov in April 2024, November 2024, and February 2025, determining that only three large businesses were capable of providing viable proposals. The contractor must source subsistence through the Defense Logistics Agency Troop Support Subsistence Prime Vendor program and AbilityOne program. Senior Procurement Executive approval was received on April 23, 2026.
