Justification and Approval for Sole Source Award - Garrison Food Services Contract
This is a Justification and Approval (J&A) document for a sole source award of a Garrison Food Services Contract (GFSC) by Marine Corps Installations Command (MCICOM). The contract authorizes direct negotiations under the Randolph-Sheppard Act (RSA) rather than full and open competition. The requirement involves Full Food Service (FFS) operations for 46 United States Marine Corps Garrison Mess Halls and seven satellite locations across the continental United States, including installations in the District of Columbia, Virginia, Maryland, North Carolina, South Carolina, California, and Arizona. The contractor must provide comprehensive mess hall management and operations, including food requisitioning, receiving, storage, preparation and cooking, meal service, custodial sanitation, housekeeping, facility maintenance, equipment repair, and quality control. Additional responsibilities encompass business management functions such as menu development, staff training, accounting and records management, schedule adherence, emergency responsiveness, technology implementation, quality assurance evaluation, small business goal accomplishment, and communication with Government Program Management staff.
The contract structure is an Indefinite Delivery Indefinite Quantity (IDIQ) award with Military Personnel Marine Corps (MPMC) Subsistence in Kind (SIK) appropriation funding. The contract includes an initial five-year ordering period beginning October 1, 2026, with one optional five-year extension through September 30, 2036. The estimated total contract value spans fiscal years 2027 through 2037. The Government conducted three Requests for Information (RFIs) posted on SAM.gov in April 2024, November 2024, and February 2025, receiving responses from multiple large businesses and small businesses; however, only three large businesses were determined capable of providing viable proposals. The Randolph-Sheppard Act priority requirement for licensed blind persons operating vending facilities was assessed, and the Government determined that direct negotiations served the Government's best interest through increased flexibility and streamlined acquisition timeline. The contractor must purchase subsistence through the Defense Logistics Agency Troop Support Subsistence Prime Vendor program under DFARS § 208.70 and AbilityOne program per FAR § 52.208-9 for supplies and services. The award received Senior Procurement Executive approval on April 23, 2024.
