About this opportunity
The United States Army Corps of Engineers (USACE) Caribbean District is seeking architect-engineer (A-E) services for civil works, military, and institutional infrastructure system projects throughout the Caribbean Basin. This Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract will provide engineering and design services including environmental restoration, flood control, coastal protection, military facility renovations, structural design, feasibility studies, and construction administration support. Firms must demonstrate specialized experience in engineering design, professional qualifications with key staff licensed in Puerto Rico across multiple disciplines including civil, structural, geotechnical, electrical, environmental, and architectural fields, past performance on similar projects, capacity to handle multiple concurrent task orders, and knowledge of the local Caribbean region. The selection process will follow Public Law 92-582 (Brooks Act) procedures, evaluating firms based on demonstrated competence and qualifications rather than price, with secondary factors including small business participation, geographic proximity, and volume of previous Department of Defense contract awards. Interested firms must submit Standard Form 330 electronically through the Procurement Integrated Enterprise Environment (PIEE) by 14:00 PM on September 29, 2025.
The government intends to award eight firm-fixed-price contracts targeting five unrestricted awards and three small business set-aside awards, with small businesses defined as having annual gross receipts of $25.5 million or less under NAICS code 541330. The total shared contract capacity is $249 million over a five-year ordering period consisting of one base year and four one-year option periods, with each contract receiving a minimum guarantee of $10,000. Small businesses must demonstrate capacity to handle up to three task orders annually with an aggregate value of $2.5 million, while larger firms must show ability to manage up to five task orders with an aggregate value of $15 million. Task orders under $5 million will be reserved for small business competition, while the work will focus approximately 70-80% on civil works projects and 20-30% on military construction. Performance will occur primarily in San Juan, Puerto Rico, and throughout the Caribbean Basin including the Greater and Lesser Antilles Nations and U.S. Territories such as Puerto Rico and the U.S. Virgin Islands.
