About this opportunity

The Defense Logistics Agency is seeking a qualified contractor to provide comprehensive hazardous waste disposal services at United States Department of Defense installations throughout the United Kingdom under a Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contractor will be responsible for the removal, transportation, treatment, recycling, and disposal of hazardous and non-hazardous wastes generated primarily by the U.S. Air Force, along with ancillary services including lab packing, overpacking, industrial cleaning, equipment rental, and sampling and analytical services. Key contract requirements include compliance with Host Nation environmental laws, European Union standards, the ADR (Agreement Concerning the International Carriage of Dangerous Goods by Road), and the IMDG Code, with all waste processing conducted exclusively through Defense Logistics Agency Qualified Facilities List Treatment, Storage, and Disposal Facilities. The contractor must maintain qualified personnel with appropriate certifications, comply with DoD installation security procedures including DBIDS enrollment, and operate during standard business hours (0800-1700) Monday through Friday, excluding U.S. federal holidays and UK national holidays, with a standard 10 business day removal timeline for containerized and bulk hazardous waste. The sources sought notice was posted on January 26, 2026, with responses due by February 9, 2026. The NAICS code is 562211 (Hazardous Waste Treatment and Disposal) with a size standard of $47.0 million.

This procurement includes no set-aside designation and will be awarded as a single contract with one 30-month base period followed by one 30-month option period. The price schedule contains approximately 200 Contract Line Items (CLINs) spanning multiple waste categories including alcohols and solvents, batteries, chemical acids and bases, compressed gas cylinders, flammable aerosols, heavy metals contaminated materials, petroleum products, pesticides, paints, electronic waste, and various service offerings such as rolloff box rentals, container rentals, sampling and analytical services, and industrial cleaning services. Pickup locations are identified across 28 U.S. military installations and Navy pier-side facilities throughout the United Kingdom, with current operational data indicating historical waste removals at RAF bases including Welford, Croughton, Fairford, and Mildenhall. The specific pricing information for individual CLINs has not yet been populated in the current price schedule template, pending contractor proposals. Notably, the contract explicitly excludes infectious or biohazardous medical wastes, controlled pharmaceutical wastes, radioactive wastes, and Materials Potentially Presenting an Explosive Hazard (MPPEH) from removal requirements. Minimum task order charges of GBP £1,000.00 apply for containerized wastes, with bulk removals subject to no minimum charges.
