About this opportunity

NASA/NSSC announced a sole-source procurement intent on August 3, 2026 for two UniGen-S-CCD Digital Universal Hardness Testing Systems, with a capability statement submission deadline of August 6, 2026 at 12:00 p.m. CST. The procurement will be conducted as a commercial item acquisition under FAR Part 12 and FAR 12.102(a), with performance at NASA Langley Research Center, Hampton, Virginia. NextGen Material Testing, Inc. dba TinscileMil CNC is the identified sole-source awardee.

Each system must conduct Brinell, Vickers, Rockwell, and Superficial Rockwell hardness testing to international standards including EN ISO 6508, ISO 6506, ASTM E92, ISO 6507, and others. Required specifications include test force ranges of Brinell 5–250 kgf, Rockwell 60/100/150 kgf, Superficial Rockwell 15/30/45 kgf, and Vickers 5–120 kgf, with 0.1 HR, 0.1 HBW, and 0.1 HV resolution and force accuracy better than 0.5%. Each system includes an 8-inch touchscreen, CCD camera, automatic measurement software, closed-loop electronic load cell, USB data export, and password-protected parameter management.

Interested organizations may submit written capabilities and qualifications referencing ID 80NSSC26936750Q to determine whether the Government should proceed competitively; however, the Government reserves discretion to award solely. Oral communications are not acceptable. The contract is NAICS 334513 (PSC 6640). Performance period is 4–8 weeks. Supporting deliverables include a three-year extended warranty, NIST-traceable hardness test blocks, and indenters.
