About this opportunity

The Army Contracting Command-Aberdeen Proving Ground (ACC-APG), on behalf of the Capability Program Executive-Command and Control Information Network (CPE C2IN), is seeking a mature, commercially available unified communications software platform capable of integrating legacy and modern systems into a single, interoperable voice environment. The solution must support multiple communication channels including voice, video, messaging, and file sharing while providing advanced analytics, end-to-end encryption, and seamless integration with existing enterprise applications. Key requirements include system and hardware agnostic architecture, Voice over IP interoperability, dynamic talk group management, mobile device integration, and the ability to operate in disconnected, degraded, and intermittent network environments across multiple classification levels (IL-2 to IL-6). Evaluation will be based on technical capability, solution maturity and past performance, data rights preferences (Government Purpose Rights preferred), and pricing reasonableness, with white papers weighted equally across all criteria. White paper submissions are due April 30, 2026, at 1700 hours EDT, with industry questions having closed on April 24, 2026, and anticipated contract award scheduled for May 29, 2026.

This solicitation carries no set-aside designations and does not identify any current contractors or incumbents. The Government intends to award a Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract under FAR Part 12 commercial procedures with a 5-year ordering period. The base year projection includes 950 server licenses and 23,750 mobile licenses beginning June 1, 2026, with quantities escalating through Year 4, plus support services and travel costs over the full 5-year performance period. Vendors must be CMMC Level 1 certified or higher to access the Controlled Unclassified Information Statement of Objectives containing detailed technical specifications. The place of performance is Aberdeen Proving Ground, Maryland, with the solution required to achieve full operational capability by June 1, 2026, supporting the Command and Control Network Optimized for Warfighting (C2NOW) fielding initiative across active Army networks.
