About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking qualified vendors to provide Underwater Training Targets Support Services for the Explosive Ordnance Disposal Training and Evaluation Unit TWO (EODTEU TWO). The primary requirement involves a waterborne asset capable of hauling and precisely delivering large exercise mine-like objects and underwater training targets within Little Creek Harbor and offshore areas up to 15 miles off the Virginia Beach coast. Vendors must submit capabilities statements addressing their ability to perform the work, business size status, potential teaming arrangements, and estimated proposal preparation timeframes by 10:00 a.m. ET on February 25, 2025. The responses should be limited to 10 pages and demonstrate the ability to operate a vessel with GPS tracking capabilities, managed by a US Coast Guard licensed captain. While this is currently a Sources Sought Notice and not a formal solicitation, the government is gathering information to potentially structure a future procurement.

The contract appears to have no current set-aside designation, but may be set aside for small businesses if sufficient interest is demonstrated. The anticipated contract will be firm-fixed-price with a 5-year ordering period from July 2, 2025, to July 1, 2030, with a possible 6-month extension. The vessel must be capable of handling objects weighing up to 12,000 pounds, operating in sea state three, and lifting 10,000 pounds from 50 feet below sea level. Specific performance requirements include deploying 4-6 exercise mines weighing 500-2,500 pounds approximately 4 times annually, deploying underwater salvage shapes up to 5,000 pounds 3 times annually, and deploying cables up to 500 meters long weighing up to 10,000 pounds 3 times annually. The contractor must maintain insurance coverage including $1M General Liability, $2M Marine General Liability, $1M US Longshoremen coverage, and $5M bumbershoot coverage.
