The procurement will be a Firm-Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract awarded under multiple Federal Acquisition Regulation (FAR) provisions, including commercial product acquisition procedures and small business set-aside regulations. The solicitation documents will be electronically available on SAM.gov starting approximately April 7, 2025, with proposals due by March 27, 2025. Potential contractors must be registered in the System for Award Management (SAM) database and self-certify that they are not suspended or debarred from federal contracting. All questions regarding the requirement should be directed to Sherell Brown and Morgan Olszak via their Navy email addresses.

The contract is designated as a Total Small Business set-aside, meaning only small businesses can compete for this opportunity. While specific award values are not disclosed in the pre-solicitation notice, the contract will support underwater training target services, likely involving specialized maritime logistics and training support equipment. The NAICS code (483211 - Inland Water Freight Transportation) and Product Service Code (V115 - Transportation/Travel/Relocation: Vessel Freight) suggest the services involve maritime transportation and logistics capabilities. Contractors must maintain continuous SAM registration throughout the procurement process, from initial offer through final contract payment. The solicitation will be competed exclusively through electronic means on SAM.gov, with no hard copy documentation to be issued.
