About this opportunity

NASA Johnson Space Center seeks a contractor to provide a comprehensive underwater spaceflight analog training and testing capability, including all infrastructure, personnel, equipment, materials, food, supplies, and operational support for multi-day subsea missions, with proposals due August 21. This is a commercial acquisition under FAR Part 12 issued as RFQ 80JSC026Q0010; all responsible sources may submit offers.

Place of performance is Houston, Texas. The base requirement is a five-day capability demonstration scheduled October 1, 2026 through March 31, 2027, with four optional task packages extending through September 30, 2030: one five-day integrated analog mission (April–December 2027); two five-day integrated analog missions (January–December 2028); four ten-day integrated analog missions (October 2028–September 2029); and three twelve-day integrated analog missions (April–September 2030). Total contract duration across all options shall not exceed five years.

The contractor must operate a subsea saturation habitat supporting three to four NASA participants for a minimum of five continuous days at twelve meters depth, provide umbilical-based helmet diving operations, and deliver real-time bi-directional audio, video, and data telemetry between control center, habitat, and divers. The contractor must establish real-time bi-directional connectivity with NASA Johnson Space Center with adjustable communications latency emulation (one second to twenty-two minutes) to simulate Earth-to-Moon or Earth-to-Mars delays, collect and integrate human research and performance data in compliance with federal regulations, and maintain compliance with all state and federal safety and environmental regulations.

NAICS code 541715 applies, with a 1,000-employee size standard. Evaluation uses a trade-off methodology prioritizing technical acceptability over past performance, which in turn is more important than price. Pricing must remain valid for a minimum of ninety days from submission. Amendment No. 2 (August 13) clarified that proposal submittals have no page limitation and must be sent via email to Johhny Vuong and Jesus Cueto.
