About this opportunity

The U.S. Geological Survey seeks one underwater remotely operated vehicle (ROV) and one unmanned surface vessel (USV), with quotations due September 17, 2026 and anticipated award September 18. This procurement is a total small business set-aside, restricting eligibility to firms meeting the SBA size standard of 1,000 employees for NAICS 336612 (Boat Building).

Delivery is required to Hilo, Hawaii within 60 days of award. Both systems are specified as Brand Name or Equal to Blue Robotics products—the BlueROV2 for the ROV and the BlueBoat for the USV—with extensive technical requirements. The ROV must deliver a 300-meter depth rating, 2.0 lbs net payload capacity, full six-degree-of-freedom maneuvering with active stabilization, a 200-meter umbilical with integrated reel, 6,000-lumen LED lighting, dual-sensor stereo cameras rated to 300 meters with minimum 1080p resolution supporting 3D photogrammetry, a dedicated low-latency forward-facing navigation camera, maximum dry weight of 35 pounds, mechanical compatibility with the existing Cerulean Omniscan 450 SS side-scan sonar, and open-source or fully customizable control software. The USV requires a multi-hull or catamaran design under 35 pounds (excluding payload), minimum 30-pound payload capacity with 18-hour endurance, 360-degree LED warning lights, multi-mode communications with 200-meter omnidirectional and 800-meter directional wireless control plus backup cellular or satellite capability, sonar integration capability, and open-source mission-planning software. Cross-platform requirements mandate field-swappable battery modules with shared charging, unified topside control, DOI IT security compliance, minimum 1 terabyte removable onboard storage with USB 3.2 Gen 2 capability, and real-time HD video streaming at minimum 720p at 30 frames per second. The contractor is responsible for complete assembly, integration, configuration, testing, and documentation; partial or disassembled kits are not acceptable. Small-business offerors may quote as resellers, integrators, or distributors. Amendment 0001, effective September 14, extended the quotation deadline from September 16 to September 17 and provided amended specifications and vendor Q&A clarifications. The PSC code is 1990 (Miscellaneous Vessels). Contracting Officer: Leah Williams, leah_williams@ios.doi.gov.
