About this file

This is a Questions and Answers document for Solicitation 140G0126Q0290 (PR 0044045682) addressing clarifications on delivery, battery specifications, endurance testing, and business eligibility requirements.

The solicitation addresses the procurement of BlueROV2 and Blueboat systems with specific technical and delivery requirements. Systems must be delivered fully pre-assembled, integrated, and functionally validated by the contractor rather than as unassembled kits. Third-party battery modules are acceptable provided they meet all technical, electrical, and safety specifications, utilize identical XT90 physical connectors, fit standard watertight battery enclosures without compromising capacity, and include UN38.3 transport safety compliance documentation. The contractor assumes full responsibility for logistics coordination to ensure delivery to Hawaii, including alternative surface/maritime transport options for high-capacity lithium batteries restricted from direct air shipment. The minimum 18-hour endurance requirement for the Unmanned Surface Vehicle (USV) must be demonstrated at the manufacturer's standard no-payload cruise condition without additional scientific payload configurations. For this total small-business set-aside, small-business offerors may quote as resellers, integrators, or distributors without manufacturing requirements beyond the solicitation's incorporated clauses. No end-product or component country-of-origin restrictions apply beyond the solicitation's incorporated clauses and required representations.

Q&A Solicitation 140G0126Q0290

PR 0044045682

1. Both the BlueROV2 & Blueboat typically arrive to the customer from Blue Robotics as kits that the customer assembles themselves. If I missed it, I apologize but we did not see anything in the RFQ stating the systems needed to be delivered preassembled. Can you confirm this?

Answer: No. The systems must be delivered fully pre-assembled, integrated, and functionally validated by the contractor.

2. Battery interchangeability: does the requirement for interchangeable/shared battery modules and charging infrastructure permit technically compatible third-party 4S battery packs that meet the required electrical, runtime, safety, connector and charging specifications? This matters because the reference OEM currently restricts direct shipment of its high-capacity lithium batteries to Hawaii.

Answer: Third-party battery modules that meet or exceed all technical, electrical, safety, and performance requirements described in the solicitation are acceptable. To ensure system safety and cross-platform interoperability, any proposed third-party battery solution must: 1) utilize the identical physical connector type (XT90); 2) physically fit within the standard watertight battery enclosures of the reference platforms without compromising ballast or payload capacity; and 3) include documentation proving compliance with UN38.3 transport safety standards.

Direct shipment of high-capacity lithium batteries to Hawaii by air is restricted.

However, surface/maritime transport options exist for hazardous materials. If the contractor elects this option, they remain entirely responsible for coordinating all logistics to ensure the complete system—including all required battery modules—is successfully delivered to the final Hawaii destination.

3. USV endurance: should the minimum 18-hour endurance be demonstrated/configured at the manufacturer’s standard no-payload cruise condition, or is there a specified scientific payload/operating profile that must be included in the endurance calculation?

Answer: It should be demonstrated at the manufacturer’s standard no-payload cruise condition.

4. Small-business supply rule: for this total small-business set-aside, may a small-business offeror quote the referenced Blue Robotics systems as a reseller/integrator, assuming all technical requirements are met, or is there any nonmanufacturer/manufacturing requirement beyond the clauses in the solicitation?

Answer: Yes, a small business can quote as a reseller/integrator/distributor.

There are no nonmanufacturer/manufacturing requirements beyond the clauses in the solicitation.

5. Country of origin: are there any end-product or component country-of-origin restrictions applicable to this purchase beyond the solicitation’s incorporated clauses and the representations required with the quote?

Answer: There is none beyond the solicitation’s incorporated clauses and the representations.
