About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command is procuring underground utilities locator services for Hunter Army Airfield and Fort Stewart in Georgia through solicitation W9124M-26-R-A001. The contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to locate underground utilities across approximately 280,000 acres, including water, sewer, electric, communications, fiber, gas, and fuel lines. Key requirements include maintaining an active Georgia 811 membership, achieving location accuracy rates between 95-99% depending on pipe size, and ensuring all field personnel possess Ground Penetrating Radar (GPR) experience with a designated Project Manager holding minimum five years of utility locating experience and at least three years involving public utility lines. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) source selection methodology, considering technical capability, past performance, and price as equally weighted factors. Quotes are due by January 22, 2026, at 4:00 p.m. EST via email, with a 90-day price firm period required, and all submissions must include three volumes covering RFQ documents/price quote, technical capability, and past performance documentation.

This procurement is designated as a Total Small Business set-aside under NAICS code 561990 (All Other Support Services) with a $16.5 million size standard, though the Q&A document indicates a Women-Owned Small Business (WOSB) set-aside designation. The contract structure consists of a single firm-fixed-price agreement with a 12-month base period beginning April 1, 2026, and extending through March 31, 2027, followed by four optional 12-month renewal periods with a potential six-month extension, resulting in a total anticipated contract value of $16.5 million. The contractor must perform utility locating services during normal business hours of 7:00 a.m. to 4:00 p.m., Monday through Friday, excluding Federal holidays, and is responsible for all installation access training, badging, and compliance costs under Army Directive 2014-05. All performance will be conducted at Fort Stewart, Georgia, with geographic coverage extending across Fort Stewart, Hunter Army Airfield, and associated areas within installation boundaries. Compensation will be subject to the Service Contract Act wage determination for Liberty and Long Counties, Georgia, which establishes minimum hourly rates and fringe benefits for applicable positions.
