The Department of the Air Force Materiel Command Test Center seeks a small business contractor for Underground Storage Tank Inspection, Testing, and Repair services at Edwards Air Force Base, California, under a 100% Total Small Business Set-Aside IDIQ, with proposals due September 17, 2026, at 7:00 AM PDT (questions due September 11, 2026, at 12:00 PM PDT per Amendment 3).
Place of performance is Edwards AFB, California. The contract runs five years from October 1, 2026, through September 30, 2031, with four one-year option periods. Contractor shall provide monthly visual inspections (at least every 30 days) of 13 underground storage tanks and ancillary equipment at Buildings 1301 and 5232; annual tank and spill detection equipment testing and certification for four tanks completed no later than 10 business days after testing; state-mandated Designated Underground Storage Tank Operator (DUSTO) facility employee training at least annually covering UST system operation, release detection procedures, spill and overfill response, and emergency protocols; and over-and-above repairs with a not-to-exceed cap of $125,000 for the entire contract period. Contractor must maintain a complete physical compliance binder for each facility and enter all assessments into the Air Program Information Management System (APIMS) Storage Tank Accounting and Reporting (STAR) module by month-end. Inspection reports are due within 24 hours; annual certification reports within 10 business days; Safety and Health Plan within 10 days of award. NAICS 541990, PSC F109, size standard $19.5 million.
All contractor personnel must comply with federal, state, and local environmental regulations, hazardous materials tracking, Edwards AFB security protocols including background checks and antiterrorism awareness training, and OPSEC procedures. Vendors must register in SAM.gov and complete a CMMC 2.0 Self-Assessment at Level 2 in SPRS. Quoted prices must remain firm for 90 calendar days. Evaluation employs best value tradeoff with non-price factors weighted more heavily than price. Technical Capability is evaluated on Acceptable/Unacceptable basis; only technically acceptable quotations advance to Past Performance evaluation. Past Performance is rated using a five-point scale (Exceptional, Very Good, Satisfactory, Marginal, Unsatisfactory, or Not Applicable/Neutral) based on 2–3 completed questionnaires from relevant references for awards within the past six years. Technical submission limited to 25 pages (excluding cover and signature pages) must include a sample Monthly Visual Inspection Checklist conforming to state-specific requirements, audit and maintenance procedures for the On-Site Compliance Binder, and draft Site-Specific Facility Employee Training Plan meeting regulatory guidelines. Kern County prevailing wage determination (No. 2015-5603, Revision 31, effective August 22, 2026) applies. Funds are not presently available; no award will be made until funds are available. The Government reserves the right to cancel this solicitation at any time without obligation to reimburse offerors for costs incurred.
