About this opportunity

The Food and Drug Administration Office of Acquisition and Grant Services is seeking a contractor to develop and deliver an advanced five-day undercover online operations training course for the FDA Office of Criminal Investigations Cybercrime Unit. The training will enhance investigative skills of up to 16 OCI agents engaged in cybercrime investigations targeting illegal sales of FDA-regulated products across surface, deep, and dark web platforms. The selected contractor must demonstrate subject matter expertise in digital investigations, managed attribution, and law enforcement-focused undercover operations, while developing comprehensive course content covering topics such as online operational security, legend building, evidence collection, digital asset tracing, and suspect identification techniques. Proposals will be evaluated on a best-value trade-off basis, with technical factors and past performance significantly more important than price, and must include a technical proposal not exceeding 10 pages addressing experience, instructor qualifications, and a proposed course syllabus. The solicitation was posted on September 8, 2025, with responses due by September 16, 2025.

This opportunity is designated as a 100% small business set-aside under NAICS code 611430 for Professional and Management Development Training. The contract structure is firm fixed-price with a six-month performance period, during which the contractor must complete the five-day training course running eight hours per day. All travel and associated costs must be included in the total fixed price proposal with no additional government reimbursement provided. The training will be conducted in-person at the FDA Miami Field office located in Plantation, Florida, rather than the initially indicated Bethesda, Maryland location. No incumbent contractors or specific award values are mentioned in the solicitation documents, and interested offerors must be registered in SAM.gov and provide 1-3 recent references as part of their submission requirements.
