About this file
This is a Combined Synopsis/Solicitation document for an advanced undercover online operations training course issued by the U.S. Food and Drug Administration (FDA). The solicitation seeks a contractor to develop and deliver a five-day in-person training program for up to 16 Office of Criminal Investigations (OCI) agents, focusing on cybercrime investigations involving illegal sales of FDA-regulated products across surface, deep, and dark web platforms. The requirement is a 100% small business set-aside with a firm fixed-price contract, with a six-month performance period and a response deadline of September 16, 2025.
The solicitation requires offerors to submit a technical proposal (not exceeding 10 pages) addressing three key factors: experience developing undercover cyber operations training, instructor qualifications, and a proposed course syllabus. Evaluation will be conducted on a best-value trade-off basis, with technical factors and past performance significantly more important than price. Contractors must be registered in SAM.gov, provide pricing details, and include 1-3 recent references. The training will enhance investigative skills in digital investigations, managed attribution, and law enforcement-focused undercover operations, with the specific location of the in-person training to be determined.
