About this opportunity

The Air Force Air Education and Training Command seeks procurement, installation, and integration of an Under Vehicle Inspection System at Goodfellow Air Force Base, Texas, with proposals due August 28, 2026. This is a 100% small business set-aside; the NAICS code is 334220 with a 1,250-employee size standard.

Place of performance is Goodfellow AFB, TX 76908. The system will replace aging equipment across two traffic lanes within an existing pit approximately 65 by 21 feet. Installation work must commence after 3:00 PM local time Monday through Friday and on weekends as coordinated with the base point of contact, excluding federal holidays. Both lanes must remain operational during installation; steel road plates are acceptable for temporary closures.

The system must deliver automated vehicle identification via License Plate Recognition querying DMV or Department of Defense databases, comprehensive undercarriage scanning with high-resolution color imagery and stitched composite views, and automated anomaly detection cross-referencing live images against manufacturer specifications and baseline imagery. Technical specifications include a control unit with Intel i7 processor, 8GB RAM, Windows 11 64-bit, and 2TB SSD storage; a 21.5-inch minimum sunlight-readable touchscreen display with 1,000 nits brightness; exactly four CMOS color IP inspection cameras per lane with 1.3 megapixel minimum resolution and global shutter; permanent aluminum ramps with IP67 rating and 40,000-pound load capacity; and ruggedized military-specification cabling. The contractor must provide on-site training for up to twelve military personnel and deliver a comprehensive operator manual. A standard commercial one-year warranty covering installation services, workmanship, parts, hardware defects, and software updates is required.

Period of performance is 120 calendar days from award. The government will award a firm fixed price purchase order to the most responsible offeror on a Lowest Price Technically Acceptable basis. Evaluation uses two factors: price (ranked lowest to highest by Total Evaluated Price) and technical acceptability (pass/fail, requiring quotes to clearly meet all minimum requirements). Quotes must not exceed five pages and include company legal name, UEI, CAGE Code, small business status, point of contact, a statement confirming understanding of requirements and ability to meet performance standards, and notation of any exceptions to government requirements or terms. Technical acceptability requires a Statement of Work outlining installation procedures and an accurate List of Materials reflecting all government-requested items and services. The system must comply with DoD security requirements, achieve Authority to Operate per DoD Instruction 8510.01, protect data as Controlled Unclassified Information, and comply with Section 889 of the National Defense Authorization Act. Amendment 0001, posted August 25, added Questions and Answers (Attachment 03); offerors must acknowledge receipt of the amendment prior to the offer deadline.
