About this file
This is a Statement of Objectives (SOO) for the procurement, installation, and integration of an automated Under Vehicle Inspection (UVI) and Anomaly Detection System at Goodfellow Air Force Base in Texas. The system will replace aging equipment and utilize License Plate Recognition (LPR), database integration, and high-resolution imaging to detect vehicle anomalies, modifications, and potential explosive devices. The scope encompasses decommissioning the existing system, procuring and installing two permanent flush-mounted in-ground inspection ramps across two traffic lanes, installing roadside electronics panels and indoor control workstations, integrating software with state and federal databases for automated vehicle verification, and delivering complete documentation and operator training. The contractor must complete all physical installation, integration, testing, and training within 120 days of award. Work is restricted to Monday through Friday after 3:00 PM local time and Saturday/Sunday hours coordinated with the base Point of Contact, excluding federal holidays.
The system must meet five primary performance objectives: automated vehicle identification using LPR technology to query DMV or Department of Defense databases; comprehensive undercarriage scanning with high-resolution color imagery and stitched composite views; automated anomaly detection cross-referencing live images against manufacturer specifications and baseline imagery; a durable, sunlight-readable touchscreen operator interface with near-real-time processing; and a searchable database indexed by license plate, date, and time for auditing and reporting. Technical specifications include a control unit with Intel i7 processor, 8GB RAM, Windows 11 64-bit operating system, and 2TB SSD storage; a 21.5-inch minimum sunlight-readable touchscreen display with 1000 nits brightness; exactly four CMOS color IP inspection cameras per lane with 1.3 megapixel minimum resolution and global shutter capability; permanent aluminum ramps with IP67 rating and 40,000-pound load capacity; and ruggedized cabling compliant with military specifications. The contractor must provide on-site training for up to twelve military personnel and deliver a comprehensive operator user manual. A standard commercial one-year warranty covering all installation services, workmanship, parts, hardware defects, and software updates is required. The system must comply with DoD security requirements, achieve Authority to Operate on the unclassified installation network per DoD Instruction 8510.01, protect data as Controlled Unclassified Information, and comply with Section 889 of the National Defense Authorization Act regarding prohibited telecommunications vendors.

Statement of Objectives (SOO)
Automated Under Vehicle Inspection (UVI) and Anomaly Detection System
1.0 Purpose and Scope
1.1 Purpose
The purpose of this acquisition is to procure, install, and integrate a comprehensive, automated Under Vehicle Inspection (UVI) system to replace and upgrade the existing aging systems at Goodfellow AFB.
The system will leverage License Plate Recognition (LPR), database integration, and high-resolution imaging to automate the detection of vehicle anomalies, modifications, and potential explosive devices, thereby safeguarding critical military assets and installation personnel.
1.2 Scope
The scope of this contract includes all personnel, labor, management, tools, equipment, supplies, licensing, and permits necessary to deliver a fully operational, turnkey UVI capability across two (2) traffic lanes at Goodfellow AFB. The scope encompasses:
• Decommissioning and physical removal of the existing, outdated UVIS.
• Procurement and installation of two (2) new, permanent, flush-mounted in-ground inspection ramps into the existing trenches and inspection lanes.
• Installation of associated roadside electronics panels, indoor control workstations, and robust cabling connections.
• Integration of system software with designated state/federal databases to automate make, model, and year verification.
• Delivery of complete system documentation, user manuals, and physical operator training.
• Provision of a standard commercial one-year warranty on all workmanship, parts, and installation.
2.0 Background
Current access control procedures at Goodfellow AFB are dependent on outdated and manually intensive under vehicle scanning processes. To ensure the physical security of the base and optimize tactical flow at entry points, there is a validated mission requirement for an automated UVI system.
By utilizing computer vision or automated comparative analysis, the system will read a vehicle’s license plate, query official databases to retrieve the specific vehicle’s make, model, and year, and cross-reference the active undercarriage scan against manufacturer specifications and baseline models. This allows Security Forces to rapidly identify foreign objects, hidden compartments, or attached explosive devices prior to granting installation access.

3.0 Period and Place of Performance
3.1 Period of Performance (PoP)
• Completion Timeline: Completion of all physical installation, integration, testing, and training shall occur within 120 days from the date of award.
• Schedule Planning: The Contractor shall indicate a detailed project schedule based on standard commercial delivery timelines, taking into specific account the restricted duty hours defined below.
3.2 Place of Performance
• Location: Installation and operational deployment shall occur within two (2) traffic lanes at designated Entry Control Points (ECPs) and inspection areas on Goodfellow AFB, TX.
3.3 Duty Hours / Work Hours
• Hourly Restrictions: Due to high traffic volume during regular duty hours, all on-site work and installation shall be restricted to:
• Monday through Friday: After 3:00 PM local time.
• Saturday and Sunday: Hours to be coordinated by the contractor with the designated base
Point of Contact (POC).
• Holidays: Federal Holidays are excluded from standard working days.
• Emergency Extensions: If conditions exist or emergencies arise that would delay completion beyond the 120-day timeline, the Contractor shall immediately notify the POC to coordinate approved work times outside of normal parameters.
4.0 Performance Objectives
The Contractor shall deliver a system that meets the following operational performance objectives:
4.1 Objective 1: Automated Vehicle Identification
The system must utilize integrated, high-performance LPR technology to automatically capture approaching vehicle license plates and query DMV or designated DoW databases to accurately determine and display the vehicle’s make, model, and year prior to the undercarriage scan.
4.2 Objective 2: Comprehensive Undercarriage Scanning
As a vehicle drives over the inspection ramp, the system must capture high-resolution, un-distorted color imagery of the entire vehicle undercarriage. The software must automatically process these inputs to generate a stitched single-image and composite view.

CUI
4.3 Objective 3: Automated Anomaly and Threat Detection
The system must automatically cross-reference the live undercarriage image against stored manufacturer specifications and baseline imagery for the matching make, model, and year. It must automatically highlight and alert the operator to anomalies, foreign objects, hidden compartments, or potential explosives.
4.4 Objective 4: Operator Interface & Usability
The system must provide a highly durable, sunlight-readable touchscreen interface in the guard booth for monitoring. System processing, database queries, and anomaly alerts must occur in near-real-time to avoid impeding traffic flow at the ECP.
4.5 Objective 5: Data Retention, Search, and Auditing
The system must maintain a searchable, secure vehicle inspection database. All scans and inspection results must be indexed by license plate, date, and time for historical auditing, query retrieval, and reporting.
