About this file

This is a Questions and Answers document for federal contract solicitation FA303026Q0033 UVIS, issued by the contracting office (SFS) addressing contractor inquiries regarding an Under Vehicle Inspection System installation project.

The project involves installing one Under Vehicle Inspection System in two different lanes at a single location (Building 3020). Contractors must demo existing equipment consisting of two Uvis low-cam under-view cameras and two license cameras currently inoperative at the site. The installation will occur on a concrete roadway within an existing pit measuring approximately 65 feet by 21 feet, with heights of approximately 80 inches at the bottom and 75 inches at the top of stairs. Work must commence after 1500 hours due to heavy traffic, with both lanes required to remain operational; steel road plates are acceptable for temporary lane closures. The operator terminal is located approximately 90 feet from the camera installation within a building. An existing electrical panel is already in place for the system. The drainage system utilizes an existing made-drainage system with pump and PVC pipes installed by Civil Engineering. The government declined to consider portable under-vehicle security systems as an alternative. No current photos or drawings of the installation location are available; contractors should reference the existing inoperative camera locations as the baseline installation points.

Question No. Contractor Question Responsible Office Govt. Response

Upon reviewing the information sent it states in one spot that one Under Vehicle Inspection System is required, however in several other spots it sounds like it could be possibly two in different lanes? Please confirm the quantity and locations of the installs. Is it one or two at one post or is it one or two at two posts?

SFS

It's all at one location, just two different lanes, located at Bldg

It was stated that we are to demo an old unit to make room for the new unit. Do we by chance know what the manufacturer and model of the current installed unit we are demoing and how many?

SFS

The manufacturer is Uvis, not entirely sure about the model, stated to be a low cam. Due to the manufacturer not being a company anymore, I can't find

it. Currently, there are two under view cameras along with two license cams. There is one in each lane.

These units require viewing from an operator terminal.

Do we know the distance between the roadside enclosure and the operator terminal?

SFS

The distance from the plate camera to our building is around 90 feet, give or take to the terminal within the building.

These units require proper drainage and need to be connected to a 4-inch drain. Do we know if drainage is possible and how far we may have to run the drain to either be daylighted or tied into a storm drain?

SFS

We do have a made drainage system with a pump and some PVC pipes that

CE put together for us, due to us not having an actual built drainage system for when we have bad storms because of our location. Drain areas are not visible near our area.

Are their any photos or drawings of the location where these units are to be placed?

SFS

We do not have a current photo or drawing, but the cameras that are currently inop are still in their locations as before we will use that same location.

6 Is this install in Asphalt or Concrete? SFS Current roadway is Concrete

It states that due to excessive traffic the install must be completed after 3 PM. We will need to possibly take up an old system and pour concrete for the new system.

This will potentially require the lane to be closed for several days. Are steel road plates going to be required to be placed daily, to open the lane back up for regular traffic or can the lane be closed for a few days for the construction? Not sure if they just don’t want the construction going on during the day or if the lane actually needs to be opened.

SFS

Work must start after 1500 due to heavy traffic. We need both lanes, or it will be impossible for us to keep up.

Road plates will be okay to use.

8 What are the existing pit dimensions? SFS

It's going to be 65 feet by 21 feet height, it is going to be around 80 inches, then when you walk up the stairs it's around 75 inches.

Whrere will the electronic panel be installed, on the pole or on the wall?

SFS An existing electrical panel is in place.

Would you be open to a Portable Under Vehicle Security

System?

SFS No
