About this opportunity
The Federal Bureau of Prisons (BOP), a civilian agency within the Department of Justice, has published a Special Notice for unarmed guard services at the Federal Medical Center (FMC) in Fort Worth, Texas. This notice is based on a Justification for Other than Full and Open Competition (JOFOC) filed pursuant to FAR Subpart 6.103-1(b), indicating that the BOP has determined this procurement does not meet the criteria for full and open competition. The Special Notice was posted on February 2, 2026, with a deadline of February 6, 2026, allowing a four-day window for interested parties to respond. The procurement falls under NAICS code 561612 (Security Guards and Patrol Services) and PSC code S206 (Housekeeping-Guard). This is identified as a Total Small Business set-aside opportunity.
The BOP seeks to continue unarmed guard services through a single-source procurement with the incumbent contractor, Texas Industrial Security, Inc., for the period of October 1, 2025, through January 30, 2026, with an estimated total cost of $400,000.00. The services will be provided through monthly firm-fixed-unit-price purchase orders at rates consistent with Performance Year Five of an existing Blanket Purchase Agreement that were established under competitive conditions. The justification for single-source procurement centers on the urgent and critical need to maintain uninterrupted security for the incarcerated population and the contractor's established network of cleared background guards that can provide required services without delay. Contractors must be small businesses to be eligible under this set-aside. The BOP is concurrently pursuing a competitive solicitation for a new unarmed guard services contract to be advertised in accordance with FAR Part 5, after which competitive bidding will resume.
