About this opportunity
The Bureau of Land Management seeks quotations for plugging and abandonment and site reclamation of six federal gas wells in the Upper Missouri Breaks National Monument, Montana, with quotations due July 22, 2026 at 2:00 PM Mountain Time. This is a total small business set-aside, firm fixed-price contract.
Place of performance is approximately 45 miles east of Big Sandy, Blaine County, Montana. The six wells are Federal 1-12, Federal 22-28, Federal 29-15, Federal 30-1, Federal 34-1, and Federal 31-3, affecting approximately 5 acres of disturbance. The contract period of performance runs from August 3, 2026 through October 19, 2026.
Work includes mobilization and demobilization; well plugging using Class G cement mixed with fresh water at 15.8 pounds per gallon; cast iron bridge plugs at specified depths; balanced cement plugs ranging from 16 to 22 sacks per well; and comprehensive reclamation encompassing infrastructure removal, topsoil stripping to 4 inches, well casing cutoff 4 feet below grade with welded markers, site restoration, ripping compacted soils, seeding with certified weed-free native seed mixes, erosion control blankets where specified, sagebrush seedling planting, and waterbar construction. Contractors must supply a completion or work-over rig capable of 3,000 feet depth, complete crew and supervision, tubing tools, power swivel, well control and circulating equipment, cementing equipment, and storage tanks.
The NAICS code is 213112 (Support Activities for Oil and Gas Operations) with a $47.0 million size standard. Davis-Bacon prevailing wage rates apply. Buy American requirements mandate domestic construction materials except where foreign materials cost 20 percent or less. A mandatory site visit is scheduled for July 16, 2026 at 8:00 AM at the Cenex/NAPA parking lot in Big Sandy, Montana. Questions are due July 17, 2026 at 2:00 PM Mountain Time.
Evaluation follows Low Price Technically Acceptable (LPTA) methodology. Technical capability assessment covers project scheduling, equipment and personnel identification, minimum three relevant Federal projects within five years, and safety program documentation including Experience Modification Rates. Award will be made to the responsible quoter submitting the lowest-priced technically acceptable quotation with fair and reasonable pricing. Quotations must remain valid for 60 days minimum.
Pricing must include all labor, supervision, equipment, materials, transportation, reclamation, disposal, permits, bonds, overhead, and profit using the provided Quote Schedule format. Bid guarantee originally required has been eliminated by Amendment 0003 (effective July 23, 2026). Post-award requirements include bonds or alternative payment protections: awards exceeding $150,000 require both performance and payment bonds at 100 percent of contract price; awards between $35,001 and $150,000 require alternative payment protections per FAR 52.228-13; awards of $35,000 or less require no bonds. All invoicing must be submitted electronically through the Invoice Processing Platform. Contracting officer is Gretchen Jeremie; contract specialist is Kassandra Hicks.
