About this opportunity
The U.S. Geological Survey, Department of Interior, seeks contractor labor, tools, materials, and supervision to conduct a Loon Study B—weekly surveys of loon presence and breeding status across 27 territories in Minnesota—with quotes due May 18, 2026 and questions due May 14. This is a total small business set-aside with NAICS 541620, Environmental Consulting Services.
Place of performance is 12 lakes in Aitkin and Cass Counties, Minnesota. The survey period runs approximately May 20 to August 19, 2026. Field personnel must have over 10 years of experience conducting wildlife surveys. The contractor must provide all transportation, field equipment, and supplies; the government provides none. Weekly deliverables include data submissions on loon presence/absence, nest status, chick presence/absence, date/time, water conditions, cloud cover, visibility, and watercraft counts.
The procurement is issued as a Request for Quotation under FAR Parts 12 and 13 and will result in a single firm-fixed-price purchase order. Evaluation uses four equally weighted factors—Personnel Qualifications and Staffing Plan, Data Management/Quality Assurance/Reporting, Availability/Equipment/Logistics, and Past Performance—which are collectively more important than price. Offerors must submit three references for similar services performed within the past five years, include their Unique Entity ID, and maintain current active status in SAM at time of award. Service Contract Act prevailing wage rates apply; wage determinations covering relevant Minnesota counties are attached.
