STATEMENT OF WORK FOR LOON STUDY B
General Description
The goal of this project is to assess common loon reproduction in select territories. We are seeking a vendor to deliver data on presence/absence of loons within territories, locate nests, track nesting outcomes, and document survival of loon chicks. The period of performance is approximately May 20, 2026, to August 19, 2026, during which time all data will be collected. All survey lakes are in the Minnesota counties of Aitkin, Beltrami, Becker, Cass, Crow Wing, Hubbard, and Itasca.
USGS is requesting proposals to conduct weekly surveys of lakes from approximately May 20 – August 19, 2026. Table
1 includes 27 territories across 12 lakes in Aitkin and Cass Counties. Vendor may also be asked to survey additional lakes that are not in Table 1. These lakes are provided in Table 2.
Work Requirements
The vendor will collect data on breeding common loons on select lakes each week from approximately May 20 –
August 19, 2026. Each territory shall be surveyed once a week (Sunday–Saturday) for each week of the season with full survey effort. USGS technical representative may ask vendor to survey 1–10 additional territories as agreed upon by both parties in advance.
The government will not provide any supplies or equipment to complete common loon surveys. The government will not provide vehicles. Thus, the vendor should provide their own transportation and all necessary supplies and equipment to complete surveys.
The vendor will update USGS technical representative every week and deliver data on breeding common loons to the
USGS technical representative in a form agreed to by both parties. USGS technical representative may adjust the list of territories to survey as needed and agreed upon by both parties in advance.
A full survey effort will not be required the weeks of July 19 – August 1, 2026. However, a very small number of territories (1 – 5) may be surveyed these weeks to monitor active nests. We are requesting proposals that include several line items:
1. A line item to survey each territory on Table 1 (n = 27 territories) for 11 weeks from approximately May 20 –
August 19, 2026. Weeks with a full survey effort are: approximately May 20, May 24, May 31, June 7, June
14, June 21, June 28, July 5, July 12, Aug 2, and Aug 9.
2. A line item to survey 1 - 5 territories the weeks of July 19 and July 26, 2026 as reduced survey effort. These territories will be agreed upon in advance by both parties. Territories to be surveyed these weeks could be from
Table 1 or Table 2.
3. A line item for each additional territory surveyed for territories that do not appear in Table 1. These surveys would occur during weeks of full survey effort (refer to 1. Above).
Vendor will be compensated by the number of territories surveyed. Vendor should clearly denote any week(s) where vendor is not available to complete surveys. This should also be accounted for in the proposal and costs. For example, if a vendor cannot survey the week of May 17 but can survey the rest of the season, multiply the number of weekly surveys by 10 weeks to calculate the “Total Number of Territory Surveys” (Table 3).
Deliverables
The vendor will conduct breeding common loon field surveys each week from approximately May 20 – August 19, 2026. The vendor will provide information on adult common loon presence/absence, nest status (active, failed, or successful), and chick presence/absence for each surveyed territory at the conclusion of surveys each week. In addition, the vendor will provide information for each territorial survey: date/time, water conditions, cloud cover, visibility, and number of watercrafts on the lake.

(1) The Contractor will not engage in any racially discriminatory DEI activities;
(2) The Contractor will furnish all information and reports, including providing access to books, records, and accounts, as required by the Contracting Officer, for purposes of ascertaining compliance with this clause;
(3) In the event of the Contractor's or a subcontractor's noncompliance with this clause, this contract may be canceled, terminated, or suspended in whole or in part, and the Contractor or subcontractor may be declared ineligible for further
Government contracts;
(4) The Contractor will report any subcontractor's known or reasonably knowable conduct that may violate this clause to the Contracting Officer and take any appropriate remedial actions directed by the Contracting Officer; and
(5) The Contractor will inform the Contracting Officer if a subcontractor sues the Contractor and the suit puts at issue, in any way, the validity of this clause.
(6) The Contractor recognizes that compliance with the requirements of this clause are material to the Government's payment decisions for purposes of 31 U.S.C. 3729(b)(4).
(c) The Contractor must include the substance of this clause, including this paragraph (c), in subcontracts at any tier, including those for commercial products and commercial services, except those where the place of delivery or performance is outside the United States.

GS0231 TECHNICAL LIAISON - TECHNICAL DIRECTION (JUL 2018)
a) The performance required herein shall be subject to the technical direction of the Technical Liaison (TL) as identified below. As used herein, "technical direction" is defined as direction to the contractor that fills in details, suggests possible lines of approach, or otherwise supplements the scope of the work set forth herein and shall not constitute a new assignment, and does not supersede or modify any article or clause of this contract.
(b) The Technical Liaison is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
