About this opportunity
The U.S. Department of the Interior, Bureau of Reclamation is procuring water delivery services through a five-year blanket purchase agreement (BPA) under the single-source procurement authority outlined in FAR 13.106-1(b)(1)(i). The primary objective is to deliver 105.315 water shares annually to lands administered by the Utah Reclamation Mitigation and Conservation Commission (URMCC) at the Utah Lake Wetland Preserve, located southwest of Provo City in Utah County, Utah. Key contract requirements include the capability to own and distribute the specified water shares through established canal systems to the designated wetland preserve. The government will evaluate submitted capability statements to determine whether comparable sources exist that could provide equivalent water delivery services, though the procurement is anticipated to proceed as a single-source award. Interested firms must submit a capability statement to Steve Bauer at sbauer@usbr.gov by 10:00 AM Mountain Time on Monday, January 27, 2026. This notice is classified under NAICS code 221310 (Water Supply and Irrigation Systems) with a small business size standard of $41 million.
No set-aside designations have been applied to this procurement. Warm Springs Irrigation and Power Company, located at 66 W Main Street, Goshen, Utah 84633-7735, is the identified single source, as it is the sole owner and distributor of the required water shares previously acquired by URMCC. The justification for single-source selection is based on the exclusive nature of water ownership and distribution capability, as no other sources can provide the specified 105.315 annual water shares to these particular lands. While specific contract award values are not disclosed in this pre-solicitation notice, the government will issue purchase orders to Warm Springs Irrigation and Power Company for annual assessment fees on behalf of URMCC. The procurement timeline indicates an anticipated solicitation release in Fiscal Year 2026, with the five-year agreement commencing upon award. This procurement does not constitute a request for proposals or quotations, and no contract will be awarded based solely on responses to this notice.
