About this file
This document is a Pre-Solicitation Notice of Intent to Award a Single Source Action for a Blanket Purchase Agreement (BPA) issued by the U.S. Department of the Interior's Bureau of Reclamation (BOR). The five-year BPA will be awarded to Warm Springs Irrigation and Power Company to deliver 105.315 water shares annually to lands administered by the Utah Reclamation Mitigation and Conservation Commission (URMCC) at the Utah Lake Wetland Preserve, located southwest of Provo City in Utah County. The procurement is being conducted under FAR 13.106-1(b) as a single-source action, justified because Warm Springs Irrigation and Power Company is the sole owner and distributor of the required water shares.
The solicitation release is planned for Fiscal Year 2026, with interested firms required to submit a capability statement to Steve Bauer at sbauer@usbr.gov by 10:00 AM MT on Monday, 27 January 2026. The NAICS code for the project is 221310 with a small business size standard of $41M. The government will review submitted documentation to determine if a comparable source exists, but reserves the right to make the final source selection in its best interest. This notice is not a request for proposals or quotations, and no contract will be awarded based on responses to this notice.
