The Defense Health Agency seeks to procure nine ultrasound field portable systems through multiple awards of firm-fixed-price contracts. The handheld ultrasound devices must be capable of performing focused assessment with sonography in trauma, extended focused assessment with sonography in trauma, and musculoskeletal injury exams under field conditions. Offerors must meet the minimum essential characteristics defined in the solicitation and have their systems available for operational testing, including a two-day demonstration at a Continental US location in March 2024. Questions are due by October 27, 2023 and proposals are due November 17, 2023.

The estimated total value over five years should procurement result in follow-on contracts is $52.5 million for 3,500 systems. The place of performance for operational testing will be Joint Base San Antonio Fort Sam Houston in Texas. The Government intends to award multiple contracts for the procurement of ultrasound systems for operational and environmental testing, along with having Contractor personnel travel to the operational test to perform a “show and tell” presentation of the ultrasound system. The ultrasound systems shall meet the required Minimum Essential Characteristics and should meet the desired Additional Performance Characteristics.
