About this opportunity

The Food and Drug Administration Office of Acquisition and Grant Services seeks an ultra-high-performance liquid chromatography (UHPLC) system with PFAS analysis capability, with proposals due August 21 and questions due August 18 at 3:00 PM EST. This is a full and open competition (no set-aside) issued as Request for Quotation 75F40126Q00295.

Place of performance is Jefferson County, Arkansas, specifically Building 26, 3900 NCTR Road, Jefferson, AR 72079, at the Arkansas Human and Animal Food Laboratory. The UHPLC system must interface with a Thermo Q Exactive HF mass spectrometer (software version 2.13) and operate with TraceFinder 5.2 SP3 software. The procurement includes three line items: the UHPLC system and accessories with manufacturer's standard commercial warranty; a connection kit for the mass spectrometer and data system; and a PFAS background reduction kit. Technical specifications require a variable-position, thermostatted column compartment (5–120°C); a 200-vial sampler with thermostatting (4–40°C) and injection range of 0.01–25 mL; and a binary pump capable of 1000 bar maximum pressure with 0–8 mL/min flow range. All equipment must be new with fingertight fittings and exchangeable modules requiring no tools for maintenance.

Delivery must be completed within 60 days of contract award (anticipated award date September 1, 2026) with FOB Destination. All items are priced firm-fixed-price with unit pricing and include a one-year parts and labor warranty. The contractor must conduct three days of on-site LSMS training within twelve months of purchase. Award will use Lowest Price Technically Acceptable (LPTA) evaluation methodology. NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6640, Laboratory Equipment and Supplies. Offers must be submitted via email in searchable PDF and Excel format with a 15-page limit. The Contracting Officer is Nicholas Bisher.

Notice text

The Persistent Organic Pollutant (POP) group at the Arkansas Human and Animal Food Laboratory (ARHAFL) is the sole servicing field lab for per and poly-fluorinated alkyl substances (PFAS). The group needs to perform a method transfer and share utilization of a Thermo Q Exactive HF mass spectrometer with the Chemotherapeutics group. To minimize cross-contamination and setup time between instrument swaps, the POPs group is seeking to acquire an ultra-high-performance liquid chromatography (UHPLC) system dedicated for PFAS analysis.
