About this file
This is a Statement of Work for the procurement of an ultra-high-performance liquid chromatography (UHPLC) system with PFAS analysis capabilities for the Arkansas Human and Animal Food Laboratory (ARHAFL) at the FDA.
The contractor must deliver a modular UHPLC system capable of interfacing with a Thermo Q Exactive HF mass spectrometer (software version 2.13) and native control with TraceFinder 5.2 SP3 software. Required deliverables include: (1) a UHPLC system with column compartment, sampler, binary pump, and installation materials; (2) a connection kit for the UHPLC to the mass spectrometer and data system; and (3) a kit designed to reduce PFAS contamination. Technical specifications require the column compartment to be variable-position and thermostatted (5-120°C); the sampler to have capacity for ≥200 vials with thermostatting (4-40°C) and injection range of 0.01-25 μL; and the binary pump capable of ≥1000 bar maximum pressure with 0-8 mL/min flow range. All equipment must be new with fingertight fittings and exchangeable modules requiring no tools for maintenance. The contractor shall deliver all items within 60 days of contract award, with anticipated award date of September 1, 2026. The contractor must provide a one-year parts and labor warranty and conduct three days of on-site LSMS training within twelve months of purchase. Delivery location is Building 26, 3900 NCTR Road, Jefferson, AR 72079. Contractor shall submit invoices electronically through the Department of Treasury's Invoice Processing Platform (IPP). The period of performance extends one year from formal government acceptance or longer depending on the OEM warranty period.

STATEMENT OF WORK
UHPLC with PFAS Kit
Background
The Persistent Organic Pollutant (POP) group at the Arkansas Human and Animal Food
Laboratory (ARHAFL) is the sole servicing field lab for per and poly-fluorinated alkyl substances
(PFAS). The group needs to perform a method transfer and share utilization of a Thermo Q
Exactive HF mass spectrometer with the Chemotherapeutics group. To minimize cross-contamination and setup time between instrument swaps, the POPs group is seeking to acquire an ultra-high-performance liquid chromatography (UHPLC) system dedicated for PFAS analysis.
Objectives
Obtain a UHPLC system suitable for PFAS analysis capable of interfacing with a Thermo
Q Exactive HF mass spectrometer (software version 2.13) and native control with
TraceFinder 5.2 SP3 software.
Scope
The Contractor shall provide a modular UHPLC system (column compartment, sampler, binary pump, any installation materials/accessories), a kit to connect the UHPLC to the Q
Exactive and data system (PC), and a kit designed to reduce potential PFAS contamination from parts in the system that meet the following technical specifications:
Technical Specifications
Minimum
• Shall be capable of interfacing with a Thermo Q Exactive HF mass spectrometer
(software version 2.13)
• Shall allow native control with TraceFinder 5.2 SP3 software.
• Shall include all cables and accessories for connecting the UHPLC to the mass spectrometer and data system.
• Each module shall be exchangeable without uninstalling the system for easiest maintenance.
• Column and sample loop changes must be possible without tools.
• The system fluidics must have a fingertight fitting system for fast and tool-free maintenance.
• Complete tubing flow path for installation of at least one column.
Column compartment:
• The position of the column compartment must be variable for shortest connections between column outlet and mass spectrometry inlet.
• Must be thermostatted (5-120C).
Sampler:
• Capacity Shall be ≥ 200 for 12 mm OD (~1.5mL) vials.
• Shall offer thermostatting (4-40C) for sample temperature control.
• Shall provide sample volume injection range of 0.01 – 25 μL.
Binary Pump:
• Capable of ≥ 1000 bar max pressure and a flow range of 0-8 mL/min.
Trade and Service Specifications
All equipment shall be new, nor refurbished or previously used. The Contractor shall provide all updates to the hardware covered under standard warranty, without additional cost to the
Government.
Deliverables
Deliverable Quantity Delivery Date
UHPL System and Accessories 1 Within 60 days of contract award
Kit for UHPLC connection to mass spectrometer and data system 1 Within 60 days of contract award
Kit to reduce PFAS background from UHPLC system materials 1 Within 60 days of contract award
Warranty
The contractor shall warrant the UHPLC system for a period of at least one year from the date of acceptance. All components of the system are covered by a one-year parts and labor warranty for non-consumable items.
Training
The Contractor shall provide a three (3)-day LSMS training course at the customer site.
Training shall be conducted concurrently with, or during the same week as, equipment setup and installation, to the extent practicable. Training must be completed within twelve (12) months of purchase.
