About this opportunity
The Federal Bureau of Investigation seeks design, manufacture, delivery, and installation of six UH-60M instrument panel modifications to replace Garmin GPS-500s with Garmin GTN-625Xi units in support of its Critical Incident Response Group Tactical Helicopter Unit, with proposals due September 16, 2026, and questions due September 9, 2026 at 10:00 a.m. CST. The procurement is set aside 100% for small business, with a size standard of 1,250 employees.
Place of performance is Stafford, Virginia for on-site surveys, installation, and operational testing; design and manufacturing occur at the contractor's facility. The adapter plates must be exact replacements in form, fit, and function for existing GPS-500 and Electronic Standby Instrument System-compatible panels. All parts must be OEM-approved or OEM-certified, commercially available, traceable to manufacturers, and meet aviation standards for structural integrity, material strength, and fastener retention. The contractor must conduct on-site prework surveys, provide installation and operational testing instructions, furnish on-site technical support for each helicopter, and submit a Limited Access Request within fourteen days of award. The Government furnishes GTN-625Xi units and ancillary components; Government maintenance personnel perform installation and component work.
Period of performance runs September 25, 2026 through September 24, 2027, with expected completion two months following delivery and acceptance of all six adapter plates. Delivery is FOB destination to the FBI Facilities Acquisition Unit in Washington, DC. This is a firm-fixed-price commercial acquisition under FAR Part 12. Evaluation prioritizes Technical Capability (Blue/Green/Red rating) as most important, followed by Past Performance (Pass/Fail/Neutral); Price is evaluated separately for completeness, fairness, reasonableness, and balance. Past performance references must cover contracts within the past five years similar in size, scope, and complexity. The Government intends award without discussions but reserves the right to conduct discussions if necessary. NAICS code is 336413, PSC code is 1680.
