About this file
This is a Statement of Work (SOW) issued by the Federal Bureau of Investigation (FBI), Finance and Facilities Division, Procurement Section, for the Critical Incident Response Group (CIRG) Tactical Helicopter Unit (THU).
The FBI requires design, manufacture, delivery, and installation of six (6) instrument panel adapter plates for UH-60M helicopters to replace currently installed Garmin GPS-500 units with Garmin GTN-625Xi units. The adapter plates must be exact replacements in form, fit, and function for existing panels designed for the GPS-500 and Electronic Standby Instrument System (ESIS). Contractor responsibilities include conducting on-site prework surveys to verify measurements and technical parameters, providing clear installation and operational testing instructions, and furnishing on-site technical support for each helicopter. The Government will furnish the GTN-625Xi units and ancillary components, while Government maintenance personnel will perform the actual installation, depopulation, and repopulation of components. All parts must be OEM-approved or OEM-certified, commercially available, traceable to manufacturers, and meet aviation standards for structural integrity, material strength, and fastener retention. Design and manufacturing shall occur at the Contractor's facility, while installation and pre-work surveys shall be completed at the Government's maintenance facility in Stafford, Virginia. The expected completion schedule is two months following delivery and acceptance of all six adapter plates. The Contractor must submit a Limited Access Request within fourteen days of award, provide status reports via email regarding delivery coordination and scheduled changes (with minimum two-week notice), and submit invoices through IPP.gov. Travel and Other Direct Costs require pre-authorization by the Contracting Officer.

1. SCOPE
This Statement of Work (SOW) establishes the requirement for the design, manufacture, install deliver and install six (6) UH-60M instrument panel modifications to replace the currently installed Garmin GPS-500s with Garmin GTN-625Xi units in support of the FBI’s CIRG Tactical Helicopter Unit (THU). FBI.
This requirement is for non-personal services. Contractor personnel shall not be considered Government employees for any purpose. The Contractor shall be solely responsible for supervision, direction, control, and performance of its personnel.
2. BACKGROUND
The FBI CIRG THU operates a fleet of rotary-wing aircraft currently equipped with commercially available adjunct global positioning systems (GPS), specifically the GPS-500 manufactured by the Garmin Corporation. This fleet of aircraft requires modernization to integrate with modern technologies that THU utilizes to execute missions, specifically an updated adjunct GPS that can be wirelessly connected to THU pilots mission tablets. This modernization will allow for seamless skill transfer and interoperability with the Bell 429, which has both Garmin GTN-750 and Garmin GTN-650 installed. Additionally, the benefit from a common navigation system between aircrafts allows for less complex maintenance efforts across all platforms.
