About this opportunity

The Naval Facilities Engineering Command Southwest intends to award a sole-source contract to San Diego Gas and Electric Co. under 10 U.S.C. 2913 authority for energy conservation and management services at Marine Corps Base Camp Pendleton. This pre-solicitation notice, posted on September 30, 2025, announces plans for UESC Phase 25, which will implement various Energy Conservation Measures including Advanced Metering Infrastructure meter replacements, transformer repairs, Facilities Management Systems upgrades, energy management systems installation, and direct digital controls across multiple facilities at MCB Camp Pendleton. The work will be performed under the existing Utilities Energy Service Contract N62473-21-G-4402 Basic Ordering Agreement, which covers installation, replacement, renovation, repair, operation and maintenance of energy conservation measures and consuming equipment. No evaluation criteria are specified since this is a sole-source procurement limited to the utility contractor servicing the San Diego and Southern California area. The due date for this opportunity is October 15, 2025, though the notice clarifies this is not a request for proposals and the solicitation will not be available on the website.

This opportunity does not utilize any set-aside designations and is restricted to San Diego Gas and Electric Co., which appears to be both the incumbent contractor and the intended awardee under the existing Basic Ordering Agreement. The contract falls under NAICS code 926130 for Regulation and Administration of Communications, Electric, Gas, and Other Utilities, and PSC code S119 for Utilities-Other services. While specific award values or budget ranges are not disclosed in the notice, the scope encompasses multiple facilities across the entire Marine Corps base, suggesting a substantial project scale. The notice indicates this will be designated as a future Task Order with a number to be determined, representing the 25th phase of the ongoing UESC program at Camp Pendleton. The timeline for service delivery and specific quantities of equipment to be installed or replaced are not detailed in this preliminary announcement.
