About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center Frederick seeks development and delivery of web-based self-help courses for veterans through the Veterans Health Administration Office of Mental Health, with quotes due July 7, 2026, at 10:00 a.m. ET. The procurement is a service-disabled veteran-owned small business (SDVOSB) set-aside, foreclosing competition outside that pool.

Place of performance is Frederick, Maryland. This is a single-award, firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period. The minimum guaranteed amount is $525,000 and the maximum aggregate value is $2,700,000. The contract encompasses all phases of the ADDIE instructional design process—analysis, design, development, implementation, evaluation, and maintenance—with deliverables including project management, analysis and design documents, course storyboards, graphical user interfaces, media libraries, student interactivities, stand-alone videos in multiple formats, HTML5 responsive web development, course landing pages, and production server deployment. All deliverables must comply with Section 508 accessibility standards. Courses are targeted at veterans, their families, caregivers, and VA clinicians and must meet specified interactivity levels detailed in Attachment E.

Key personnel must include a Program Manager with 10 or more years of experience and either FAC P/PM or PMI PMP certification, and an Instructional System Specialist with 10 or more years of experience, HTML-5 design knowledge, and either ATD CPTD or equivalent credentials. A DHS Section 508 Trusted Tester is strongly recommended. Contractors must obtain a Tier 1 (NACI) background investigation with no access to veterans' personal health information and comply with VA Directive/Handbook 0710 for personnel security. All contractor employees must complete VA Cyber Security Awareness training, privacy training, and sign the Contractor Rules of Behavior before accessing VA systems; annual recertification is required. Custom software development and outsourced operations must be located in the United States to the maximum extent practical.

The NAICS code is 611430, Professional and Management Development Training. PSC code is U008, Education/Training—Training/Curriculum Development. Evaluation is on a best-value basis with Technical Capability weighted as the most important factor, followed by Past Performance, then Price. Technical evaluation assesses understanding of work, feasibility of approach, completeness of solution, and qualifications of key personnel. Past performance must demonstrate relevant contracts completed within three years with satisfactory quality ratings. Price evaluation assesses fairness and reasonableness of firm-fixed unit prices across all line items. Submissions must include three volumes: Volume I (Technical Capability, 15 pages maximum), Volume II (Past Performance, 6-page narrative with up to three references), and Volume III (Price Schedule in Excel format with completed SF1449). All documents must use 8.5" x 11" pages, one-inch margins, 12-point Times New Roman font, and single spacing. Amendment 2 (posted June 25) answered vendor questions, updated the Price Cost Schedule (Attachment B), added Interactivity Levels specifications (Attachment E), and revised the Performance Work Statement and Instructions to Offerors; no additional questions will be addressed. Quotes must be submitted via email to Jacky.jean-jacques@va.gov and Selena.Robinson@va.gov.
