About this opportunity

The U.S. Embassy Canberra seeks design and delivery of three one-day U.S. Studies conferences in Canberra, Sydney, and Melbourne for Australian government officials, with quotations due September 11, 2026. The procurement is a firm-fixed-price RFQ with no set-aside, and a pre-quotation conference was held August 26, 2026.

Place of performance is Harman, Australian Capital Territory. The contract period runs September 20, 2026, through September 30, 2027, with a final report due October 15, 2027. Conferences must cover constitutional and historical foundations of American democracy, roles and functions of U.S. bureaucracy, and current Washington policy settings, delivered by expert-led presentations and facilitated discussions to Australian federal and sub-national government officials, particularly those new to their positions with limited U.S. exposure. The contractor bears responsibility for all venue costs, catering, speaker fees, and compliance with Australian licensing and insurance requirements.

Amendment 0002, issued August 28, 2026, revised the local presence requirement: offerors must now provide evidence of operating an established business with a permanent address maintained throughout contract performance to support day-to-day coordination with Embassy staff, removing the original thirty-day establishment option. Amendment 0001 (August 17) removed subject-matter expert requirements in semiconductor supply chains and defense/national security policy, retaining only qualified subject-matter experts and strategic communications personnel.

The contract comprises five CLINs: project framework and three program outlines due within 30 days of award; three individual conferences with outcomes reports; and a final comprehensive impact report. Quotations must be submitted electronically in MS Word, Excel, or PDF (maximum 30MB per file) in Australian dollars unless the offeror is U.S.-based and eligible for U.S. dollars, with GST shown separately. The Government intends to award to the lowest-priced, technically acceptable, responsible offeror based on initial quotations without discussion. Required qualifications include demonstrated conference or educational program design and delivery within three years, SAM registration, a qualified project manager and conference coordinator with English proficiency, and past performance references. NAICS code is 611699, All Other Miscellaneous Schools and Instruction.
